Description

Provides support to divisions/departments and the general public by independently researching, reviewing, developing, implementing, monitoring, and maintaining work flows which provide greater access to, and integration with, customized computer software systems; tests new work flow procedures/regimes and customized computer software to insure accuracy of processes and integrity of information, troubleshoots new work flow procedures/regimes and customized computer software systems to identify and locate problems, develops manuals and systems documentation, trains employees and the general public; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Computer Applications Support Technician I in that the Computer Applications Support Technician I performs as a trainee under close supervision with direction and assistance of other technicians, analysts and/or operations oriented supervisors or administrators whereas the Computer Applications Support Technician II independently researches, reviews, develops, implements, monitors and maintains work flows which provide greater access to, and integration with, customized computer software systems. Assignments usually involve computer applications which affect a single division or department, whereas the Computer Applications Support Technician III supports applications which involve multiple departments or acts as a supervisor to lower level technicians. Examples of Duties The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Facilitates the use of various types of custom software by employees of the county and the general public; Researches and reviews the capabilities of custom computer software programs to determine if the programs are can be used by various divisions/departments of the county; Studies and understands work flows of various divisions/departments of the county to determine if they can be automated using various types of custom computer software systems by interviewing key personnel and developing narratives, detailed guidelines and flow charts of existing and proposed work flows; Develops proposals for the integration of work flows by meeting with key personnel, recommending adoption of new and revised procedures; reviewing any required changes, and developing consensus; Tests new work flows and computer applications to insure the completeness and integrity of the information processed and the soundness of the procedures utilized; Develops reports to monitor operations and provide a means of extracting data and information; Creates manuals to assist and train users, evaluate employee and system performance; Troubleshoots new work flow procedures and computer systems to identify, locate, and resolve problems and concerns; Provides ongoing support and responds to maintenance concerns.
Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two (2) years of responsible work experience which demonstrated effective use of personal computers in a business process application (permit processing, complex data gathering and review, customized computer systems applications, etc.) which required the understanding and analysis of the flow of work within an organization.
License Requirement: Possession of a motor vehicle operator's license valid in the State of Hawaii (equivalent to Hawaii Type 3).
Knowledge of: the components of an electronic computer and its operations and functions; the concepts of computer operating systems; the principles of checks and balances inherent in sound business practices; computer applications and systems logic; computer testing methods and procedures; personal computer troubleshooting techniques; office practices and procedures; report writing grammar and word usage.
Ability to: understand, interpret, and explain pertinent ordinances, laws, rules, regulations and policies; keep records and maintain statistical and activity data and compile reports; organize work efficiently; understand and follow oral and written instructions; deal tactfully and effectively with the public; maintain effective working relationships with co-workers and other county staff and officials; develop flow charts and narratives of work flows; create manuals and train computer users; evaluate and troubleshoot computer systems; effectively utilize a variety of computer software applications.
