Job Description: Our client is looking for an experienced

Senior Business Systems Analyst

to support the ongoing implementation and optimization of the

Accela Automation

platform and related systems. This enterprise SaaS solution is used across multiple departments to manage permitting, licensing, inspections, code compliance, and more.

The ideal candidate will have extensive experience in both

Business Systems Analysis

and

Business Process Design

with a focus on highly customized Accela environments. You will work closely with cross-functional teams to analyze and document requirements, design and implement system solutions, and support the migration to the new Accela Portal experience.

In this role, you will: Business & Systems Analysis (50%)

Gather and refine business requirements for permitting and licensing workflows. Identify process inefficiencies and recommend scalable system solutions. Investigate technical issues, determine root causes, and guide resolution strategies. Collaborate with stakeholders to improve the customer and applicant experience. Analyze policy and regulatory changes to assess impacts on system workflows. Partner with technical teams to ensure solutions align with platform best practices. Solution Design (25%)

Translate business needs into system enhancements using iterative design methods. Focus on solving core issues through improved processes and system configuration. Ensure all designs meet internal governance and approval standards. Documentation & Support (20%)

Maintain up-to-date documentation for system processes and configurations. Develop and manage testing materials for new features and updates. Lead training sessions for end users as new features are introduced. Collaboration & Continuous Improvement (5%)

Coordinate with internal and external partners to align on goals and timelines. Stay current on platform updates and assess their relevance. Support quality assurance efforts by identifying and resolving issues collaboratively.

What We're Looking For: Must Have:

Minimum 5 years of experience working with Accela Automation, including highly customized Accela Citizen Access environments. At least 5 years of Business Analysis experience in a municipal government or public-sector setting. Minimum 3 years supporting Accela implementations for a large municipal or state organization. Familiarity with record type configuration, Event Manager and Script Engine (EMSE) scripting, SQL Server Reporting Services (SSRS), Accela Mobile, Construct API, and Accela Citizen Access (ACA). Solid understanding of Right of Way permitting processes.

Nice to Have:

Knowledge of integrated applications such as ESRI ArcGIS, Bluebeam, state licensing systems, MSSQL Server, and Hansen 8. Experience participating in or leading design workshops and training sessions. Strong communication and stakeholder engagement skills.

Location:

Remote with occasional on-site meetings as needed in Seattle, WA Length of Assignment:

3 Years beginning in Q4 2025 Compensation Range:
