Description Join Leidos as a Radio Frequency (RF) Engineer and make a meaningful contribution to the Federal Aviation Administration (FAA) within the NISC IV program. This role is an exceptional opportunity to enhance the safety and efficiency of the National Airspace System (NAS) through effective management of the RF spectrum, facilitating vital communication between air traffic controllers and pilots. We are looking for a candidate with extensive hands-on experience in RF engineering, frequency coordination, and spectrum management. You will collaborate closely with FAA stakeholders, engineering teams, and regulatory bodies to ensure our mission-critical systems are compliant and free from interference. Primary Responsibilities: Offer technical expertise in areas such as:

Land Mobile Radio (LMR) Air-to-Ground (A/G) communications Aviation Surveillance (e.g., secondary surveillance radar, ADS-B, multi-lateration) NAVAIDs Microwave links Unmanned Aircraft Systems (UAS) Counter-UAS Link-16/JTIDS/MIDS

Engineer and coordinate frequency assignments to minimize RF interference and ensure system compatibility across the NAS. Conduct Electromagnetic Compatibility (EMC) assessments for new or modified frequency assignments. Evaluate the impacts of Link-16 and Counter-UAS on the NAS. Ensure compliance with NTIA Redbook, FAA policies, and federal spectrum regulations. Review and update frequency assignments as per NTIA guidelines. Prepare engineering analyses, coordination summaries, safety cases, and technical reports. Utilize RF coverage simulation tools, including MATLAB. Collaborate with FAA stakeholders and regulatory agencies to coordinate spectrum usage and address challenges. Present technical findings to both technical and non-technical audiences effectively. Engage in cross-functional engineering and policy working groups focusing on spectrum management. Required Qualifications: Bachelor's degree in electrical engineering or related field, or completion of a Spectrum Management course, and/or relevant military experience in spectrum management (e.g., AFSC 3D1X4, MOS 25E). Additional years of experience may substitute for education. 3+ years of experience in one or more of the following areas:

Radio frequency (RF) Engineering Radio Frequency Interference Detection Frequency Coordination and Management Telecommunications Systems Spectrum Coordination and Management

Experience with one or more of the following:

Land Mobile Radio (LMR) Aviation Surveillance (e.g., secondary surveillance radar, ADS-B, multi-lateration) Air-to-Ground (A/G) Communications NAVAIDs Microwave Links Link-16/JTIDS/MIDS Counter-UAS Unmanned Aircraft System (UAS) Urban Air Mobility (UAM) Advanced Air Mobility (AAM) National Air Space (NAS) Systems

Proficient in Microsoft Office Suite (Word, Excel, PowerPoint). Familiar with principles of frequency assignment, RF propagation, and interference mitigation. Able to learn and utilize specialized tools and databases for frequency management and analysis. Must be a US citizen with an ACTIVE security clearance. Preferred Qualifications: Experience with frequency assignment principles, RF propagation, and interference mitigation strategies. Familiarity with tools used for frequency impact analysis, interference prediction, or electromagnetic compatibility assessment. Experience with RF propagation tools or geographic/spatial analysis tools related to spectrum planning. Ability to interpret technical data and implement best practices for resolving RF interference issues affecting aviation systems. Skills in performing Free-Space Path Loss (FSPL) calculations, Link Budgets, and dBW/dBm/Watt conversions. Knowledge of spectrum management responsibilities within the NAS. Familiarity with MATLAB, Python, Power BI, or similar software is a plus. Experience with Spectrum XXI is an advantage. Come innovate with us! We tackle complex challenges by rethinking how things are done and using technology to improve systems.
