Overview
Nakupuna Consulting is seeking an experienced JIRA Administrator. As a JIRA Administrator, you will be responsible for configuring, maintaining, and improving Navy ERP+ Atlassian JIRA and Confluence platforms. You’ll partner with cross-functional agile teams including engineering, QA, project management, and business operations to ensure workflows are efficient, scalable, and aligned with organizational goals. Additionally, you’ll support the automation and continuous integration/continuous delivery (CI/CD) efforts critical to large-scale ERP modernization initiatives for the Naval Information Warfare Center (NIWC) and Navy clients. This role will drive the development and implementation of agile automation pipelines, test frameworks, and DevSecOps practices that accelerate delivery, improve system reliability, and support mission-critical transformation efforts across Navy enterprise systems.

Responsibilities:
Jira Administration and workflow automation scripting experience with groovy or jira plugin like CPrime powerscripts
Administer and support Atlassian products (JIRA, Confluence, and related plugins)
Create and manage custom workflows, fields, dashboards, and permission schemes
Work with stakeholders to gather requirements and implement tailored JIRA solutions
Integrate JIRA with other tools and systems
Maintain system performance, security, and data integrity
Support users through training, documentation, and troubleshooting
Perform regular audits and propose optimizations to improve usage and performance
Assist in migrations, upgrades, and system maintenance
Setting up dynamic Confluence Dashboards with information from JIRA
Configuration and administration of Plugins
Coordinate training and mentoring (or providing themselves) experience for Jira, Confluence
Create and Maintain JIRA, Confluence self-paced training materials in Confluence
Experience working with Scaled Agile Framework (SAFe) and Agile Release Trains (ARTs)
Experience working on an agile team
Participated in technical setup of Agile Hive in Jira (porting tickets, scripting)
Other duties as assigned by your supervisor
Qualifications Qualifications Required:
5+ years of hands-on experience administering Atlassian JIRA and Confluence
3+ years of experience in automation engineering, DevOps, or software development in an agile environment.
Strong knowledge and hands-on experience with JIRA schemes, automation, scripting, and REST APIs
Experience with user management and permission schemes in Atlassian products
Ability to translate business needs into efficient workflows and configurations
Proficient in writing and executing JQL queries
Familiarity with Agile/Scrum methodologies
Strong proficiency with CI/CD tools (e.g., Jenkins, GitLab CI, Azure DevOps, or similar).
Knowledge and experience with containerization and/or orchestration (Docker, Kubernetes) and cloud platforms (AWS, Azure, etc.).
Familiarity with ERP systems and government enterprise IT environments is a strong plus.
Excellent communication skills with the ability to brief senior leadership and technical teams.
Education:
Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related field
Clearance:
Requires an active Secret Clearance. Must be a U.S. citizen.
