JOB SUMMARY:
The Property Manager is accountable for all day-to-day property operations,
overseeing, and enhancing the value of the property. The Property Manager is responsible for
ensuring the property is at all times in compliance with Fair Housing laws, Tax Credit and/ or Section 8
rules/regulations/procedures, as well as Ten South Management's policies and procedures

Jan Poole, Vice President of Affordable Housing (Or Regional Manager)
PRIMARY RESPONSIBILITIES:
FINANCIAL • Responsible for maintaining an occupancy rate of 96-98%. • Assist in formulation of budgets for each upcoming calendar year. The Property Manager is
responsible for staying within the established budget guidelines throughout the year. • Ensures that all rents are collected when due and posted in a timely manner. Ensures bank
deposits are made timely. • Sends late notices / performs evictions as needed for delinquent rents • Approves the purchase of and/or directly purchases supplies and equipment for use on the
property within established company guidelines.
LEASING • Responsible for maintaining an occupancy rate of 96-98%. This includes but is not limited to
advertising, promotions, resident retention/appreciation, proper maintenance of a Wait List, and
semi-annual inspections of units. • Welcome / greet visitors and residents. Handle incoming phone calls from prospective new
residents. Show apartments as needed. • Responsible for compliance with Tax Credit / Section 8 rules/regulations/guidelines. This
includes but is not limited to:
A. Ensures all files comply with qualifications as established by the company and HUD /
LIHTC.
B. Ensures all new move-ins meet standards as established by the company and HUD /
LIHTC.
C. Ensures all recertification/leasing paperwork is accurate & completed on a timely basis.
D. Prepares office / staff / files / grounds for audits and inspections.
E. Prepares annual reports with supporting documentation for the company, HUD / LIHTC,
and lenders.
RESIDENT RELATIONS • Ensures self and all staff members display a positive customer service attitude at all times. • Deal with resident concerns and requests on a timely basis to ensure resident satisfaction with
management • Ensure timely distribution of all community-related notices • Consistently and fairly enforce policies of the community Property Manager Page 2 of 3
HUMAN RESOURCES • Participates in the hire process, trains, motivates, and supervises all on-site staff to achieve the
goals of the property. This includes new employee orientation and training as well as on-going
formal and informal performance evaluations. Staff may include but is not limited to the
following position titles: Assistant Property Manager, Accounts Manager, Leasing Consultants,
Occupancy Specialists, Maintenance Supervisor, Maintenance Technicians, Grounds Keeper,
Housekeepers, Painters, Receptionists. • Recommends disciplinary action / counseling as needed, documenting appropriately, and
consulting with Manager / ADP. • Maintains personnel files on-site and forwards copies of same to Corporate • Coordinates maintenance schedule and assignments with Maintenance Supervisor • Prepares / approves bi-weekly payroll for the entire property.
MAINTENANCE • Physically walk/inspect property on a regular basis; check on vacant apartments at least weekly. • Responsible for ensuring the appearance and operation of all buildings, grounds, and
equipment meets or exceeds company established standards. • Coordinates with maintenance to ensure timely condition turnaround of apartments after move
outs.
SECONDARY RESPONSIBILITIES:
1. Investigates accidents and prepares necessary reports for insurance carriers.
2. Works with the V.P. of Operations to select outside vendors and/or contractors to perform such
services as landscaping, roof repairs, trash collection, extermination, carpet cleaning.
EDUCATION AND EXPERIENCE:
Minimum of six months related experience in the position of Property Manager / Assistant Property
Manager.
SKILLS AND QUALIFICATIONS:
LANGUAGE SKILLS
Must be fluent in English which includes the ability to: • Read, analyze, and interpret general business periodicals, professional journals, technical
procedures, and government regulations. • Write reports, business correspondence, and procedure manuals. • Effectively presents information and respond to questions from groups of managers, regulatory
agencies, clients, customers, residents, and the general public.
MATHEMATICAL SKILLS
Must have the mathematical skills necessary to perform the following tasks: • Calculate rents, discounts, interest, commissions, percentages, area, circumference, volume. • Payroll calculations
REASONING ABILITIES • Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists. • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. • Self-starter with the ability to complete tasks without supervision. Property Manager Page 3 of 3
CERTIFICATES, LICENSES, REGISTRATIONS • Must posses a "Certificate of Occupancy Specialist" and/or certificate designating employee as
a "Tax Credit Specialist." • Must complete Fair Housing training on an annual basis.
OTHER SKILLS AND ABILITIES • Must possess a positive customer service attitude. • Must be computer literate with a working knowledge of Excel and Word. A working knowledge
of YARDI is also strongly preferred. • Participate in training as needed or as requested to learn / comply with new or existing laws or
Company procedures. • Present self in a neat, clean, and professional manner at all times throughout the work day.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to talk and hear. The
employee is frequently required to stand, walk, and sit. The employee is occasionally required to use
hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance;
stoop or kneel; and detect odors.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by
this position includes close vision, distance vision, color vision, peripheral vision, depth perception, and
the ability to adjust focus.
WORK ENVIRONMENT:
The employee may occasionally work in outside weather conditions and is occasionally exposed to
fumes or airborne particles. The employee regularly works in an inside office environment where the
temperature is controlled and the noise level is moderate. May be required to walk long distances in
outside weather conditions.
