Job Information

Open to the general public and any current Municipal employee.

This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage.

DEPARTMENT: Anchorage Water & Wastewater Utility

HOURS OF WORK: Monday to Friday, 08:00 to 17:00

LOCATION: 3000 Arctic Boulevard

Example of Duties

Under the general direction of the Utility General Manager, this position provides strategic leadership and oversight of AWWU’s Engineering Division, including Strategic Asset Services (SAS), Planning, Project Management, and Project Support. This role is responsible for guiding infrastructure development, managing capital improvement planning and funding, overseeing the division's operational and capital budgets, ensuring regulatory compliance, and coordinating with internal and external stakeholders. It also includes supervision of division staff, promoting employee development, and aligning engineering initiatives with Utility-wide goals. Perform other duties as assigned.

Participate in major emergencies or disasters as outlined in AWWU’s disaster plan matrix, which defines each employee’s potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, 7 days a week, 24 hours per day.

Minimum Qualifications / Substitutions / Preferences

High school diploma, GED, or equivalent, and twelve (12) years of experience in engineering, contract administration, accounting, program administration, utility management, managing projects or information systems, of which two (2) years have been in a supervisory or lead capacity.

OR

Associate’s degree in Civil Engineering, Engineering Management, Environmental Engineering, Construction Management, Accounting, Finance, Business Administration, Legal Studies, Computer Science, Computer Information Systems, Project Management, or a related discipline, and ten (10) years of experience in engineering, contract administration, accounting, program administration, utility management, managing projects or information systems, of which two (2) years have been in a supervisory or lead capacity

OR

Bachelor’s degree in Civil Engineering, Engineering Management, Environmental Engineering, Construction Management, Accounting, Finance, Business Administration, Legal Studies, Computer Science, Computer Information Systems. Project Management, or a related discipline, and eight (8) years of experience in engineering, contract administration, accounting, program administration, utility management, managing projects or information systems, of which two (2) years have been in a supervisory or lead capacity.

OR

Master’s degree in Civil Engineering, Engineering Management, Environmental Engineering, Construction Management, Accounting, Finance, Business Administration, Legal Studies, Computer Science, Computer Information Systems, Project Management, or a related discipline, and six (6) years of experience in engineering, contract administration, accounting, program administration, utility management, managing projects or information systems, of which two (2) years have been in a supervisory or lead capacity.

Must possess and/or obtain:

Satisfactory background check which includes criminal, education, and employment history at time of hire.

Valid State of Alaska driver’s license and satisfactory driving record at time of hire.

State of Alaska Registered Professional Engineer at time of hire or within 6 months of hire date.

Preference:

State of Alaska Certified Erosion and Sediment Control Lead.

If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history. All required certifications and licenses must remain current for the duration of employment.

Military Service Interview Preference

Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
