Position Overview: LEMOINE is seeking a seasoned and highly capable

Senior Project Manager

to to serve as the

Client Representative

for a large-scale, multi-phase

utility infrastructure project

in the

Baton Rouge / Gonzales

region. This role is a key position within our

Program Management and Client Advisory Group , providing technical leadership, strategic oversight, and day-to-day coordination. The successful candidate will work closely with public and private stakeholders, design and construction partners, and regulatory agencies to ensure quality delivery aligned with schedule, budget, and program goals.

This opportunity is ideal for a seasoned project manager with demonstrated success in leading complex utility infrastructure projects from concept to closeout-particularly in a representative or agency role.

Key Responsibilities:

Serve as the lead project representative, overseeing project delivery, stakeholder coordination, and overall program success

Develop and manage project strategy, including scope definition, budgeting, risk mitigation, and scheduling

Collaborate with design teams, contractors, and clients to ensure alignment and progress toward project milestones

Monitor quality assurance, cost controls, and construction compliance

Lead project meetings and provide executive-level reporting and documentation

Mentor junior team members and promote best practices in project and program management

Support preconstruction and procurement processes as needed

Qualifications:

Bachelor's degree in Engineering, Architecture, Construction Management, or related field

Registered Architect (RA) or Professional Engineer (PE) license is a plus.

10+ years of relevant industry experience, ideally with

utility infrastructure packages

with a preference for 5 years serving in a client rep, owner's rep or agency construction management role.

Proven ability to manage cost, schedule, and risk using industry-standard project controls.

Excellent verbal and written communication skills

Louisiana-based or willing to relocate to Baton Rouge / Gonzales area
