As the state's federally mandated Medicaid Fraud Control Unit (MFCU), the Division of Medi-Cal Fraud and Elder Abuse (DMFEA) works aggressively to investigate and prosecute fraudulent activities and the illegal diversion of health care resources from California's most vulnerable citizens.

Under the general supervision of the Information Technology Manager I, the incumbent performs a variety of systems analysis and technical activities in support of the Division's local area networks (LAN). The incumbent may function as the technical and knowledgeable network administrator for the LAN in each of the Division offices statewide. The position is one of the key persons responsible for coordinating and enforcing network standards and working with the Wide Area Network (WAN) engineers to troubleshoot and resolve complex network issues and problems to maintain optimal ongoing daily support of the network. The incumbent also works with the Technical Assistance Center (TAC) and Hawkins Data Center (HDC) of the Department on matters of enterprise issues and concerns. The incumbent may also assume a lead role on automation activities, studies, and projects assigned by the Division Director which have statewide application or impact. These include innovative strategies for the production of investigative and prosecutorial workloads such as new technologies for case management, document management, teleprocessing, etc.

Department Information

This position is located in the Division of Medi-Cal Fraud and Elder Abuse, Investigations Section, San Diego Regional Office. Occasional travel to other DMFEA offices throughout the state will be required. New-to-State employees will be given the minimum salary Range A, unless you meet Alternate Range Criteria 483 as follows: When using education to meet the Alternate Range Criteria, education must include at least 15 semester units (or 22.5 quarter units) of information technology or closely related course work. Closely related coursework refers to a course of study involving the study of computing, such as software engineering, computer engineering, Management Information Systems, Geographic Information System, and computing technology.

Range A. This range shall apply to persons who do not meet the criteria for Range B, Range C, or Range D.

Range B. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have:

1. Completed one year of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Associate, or

2. Completed an additional 30 semester or 45 quarter units from an accredited college or university.

Range C. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have:

1. Completed three years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Associate, or

2. Received a bachelor's degree from an accredited college or university

Range D. This range shall apply to persons who meet the Minimum Qualifications for the classification and who have completed five years of satisfactory additional experience performing duties equivalent to or higher than an Information Technology Associate.

When the requirements for the criteria are met and upon recommendation of the appointing power, the employee shall receive a rate under the provisions of California Code of Regulations, title 2, section 599.674 upon movement to Range B or Range C and a rate under the provisions of California Code of Regulations, title 2, section 599.676 upon movement to Range D.
