Position Summary:

KSA is seeking a highly qualified

Senior Emergency Management Planner

to provide advanced planning support under the FEMA Planning and Exercise Division Technical Assistance Contract (PEDTAC). The Senior Planner will lead the development of strategic, deliberate, and crisis action plans supporting FEMA Headquarters and Regional Offices. This role requires deep expertise in all-hazards emergency management, FEMA doctrine, stakeholder engagement, and interagency coordination.

The Senior Planner will support a wide range of FEMA planning initiatives, including the National Planning Frameworks, hazard-specific contingency plans, logistics planning, and planning integration efforts across sectors. This position requires initiative, leadership, and the ability to manage high-priority tasks in a fast-paced and evolving operational environment.

Key Responsibilities

Lead the development, revision, and validation of emergency operations plans, annexes, and decision support tools in alignment with FEMA’s Six-Step Planning Process and National Planning Frameworks (NRF, NDRF, etc.). Conduct hazard/threat-specific planning efforts (e.g., hurricanes, CBRN, supply chain disruptions, catastrophic housing, continuity operations) for FEMA HQ and Regional stakeholders. Facilitate planning team meetings, workshops, and collaborative development sessions across federal, state, local, tribal, territorial, and private-sector partners. Apply in-depth knowledge of federal doctrine (e.g., FEMA Planning Manual, CPG 101, CAPG, DPG) to ensure compliance and integration with broader FEMA and DHS policy. Support the design, maintenance, and application of FEMA’s Planning Decision Support Catalog (PDSC), templates, and data-driven planning resources. Conduct complex research and operational analysis to inform risk-based planning strategies and course-of-action development. Contribute to the development of briefs, planning artifacts, technical reports, and visualizations to support decision-making across FEMA leadership. Mentor and guide junior planners, providing task oversight, quality assurance, and subject matter expertise.

Requirements

Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, or related field (Master’s degree preferred). 12+ years of experience in emergency management planning or preparedness, with increasing leadership responsibilities. Demonstrated expertise in FEMA planning doctrine and federal preparedness frameworks. Familiarity with interagency planning processes, continuity operations, and hazard-specific preparedness strategies. Strong writing, editing, and briefing skills; ability to translate complex planning concepts into professional deliverables. Proficiency in Microsoft Office tools, SharePoint, and document version control systems. Ability to manage multiple concurrent planning efforts and deliver high-quality products under tight deadlines. U.S. Citizenship and the ability to obtain and maintain FEMA and/or DHS suitability. Ability to travel up to 25%, including support to the Regional offices or during surge operations.

Preferred Qualifications

HSEEP certification or familiarity with FEMA exercise integration in support of planning validation. Experience working with FEMA’s Planning and Exercise Division or other components of the Response Directorate. Familiarity with geospatial data and planning tools (e.g., GIS-based products, dashboards, lifeline visualizations). Experience supporting continuity, recovery, or logistics planning initiatives.
