Position Information: The full salary range for the Environmental Programs Manager is $90,400.00 - $169,000.00 annually. However, the expected pay scale for this position is up to $122,160.00 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

The Environmental Programs Manager promotes achievement of campus environmental protection goals through the oversight and management of air quality, water quality, and remediation programs. Under direction, the Manager will develop, implement, and maintain campus environmental programs in support of the campus Integrated Safety and Environmental Management (ISEM) program and help the campus comply with state and federal regulations. Professional level administration and management of environmental protection programs includes independent development and outreach to a variety of customers at multiple levels throughout the University. Collaboration and communication efforts include internal departments and external partners to ensure organizational communication and cooperation. This position positively promotes the organization by demonstrating a high level of professionalism and support for organizational values and expectations.

Experience in reporting to the California Air Resources Board. Required Experience in South Coast Air Quality Management District (SCAQMD) permitting and reporting. Required Experience in National Pollution Discharge Elimination System (NPDES) permits and orders, including Phase I or Phase II MS4. Required 6 - 10 years of related experience. Required

Advanced or expert knowledge/understanding of broad range of EH&S fields and familiarity with all EH&S fields. Advanced or expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization policy. Strong written, verbal and interpersonal communications skills, including advanced political acumen and skill to effectively communicate with diverse constituencies in a highly political environment. Advanced skill to effectively represent the organization to state and federal authorities, and community groups. Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of projects within budget and time constraints. Advanced skill in mentoring or overseeing the work of other EH&S technical and professional staff. Advanced skill to appropriately use technology and relevant scientific equipment as required.

Custom Scope Serves as the technical expert in one of the following fields/disciplines: Laboratory Safety, Radiation Safety, Occupational Safety, Environmental Health, General Safety including Pest Management, Industrial Hygiene, Ergonomics, Hazardous Materials, Hazardous Waste, or Environmental Protection. Problems are complex and may require creation of new methodologies by applying professional EH&S knowledge and/or expertise. Serves as technical expert in the development/implementation of programs within one of these fields/disciplines. May represent EH&S regarding the field/discipline at meetings and conferences involving academic compliance committees, campus, system wide, local government, state and federal levels of authority in matters related to field of expertise. Key Responsibilities: Key Responsibilities DescriptionPercent Time Performs complex technical work in one or more of the following fields: industrial hygiene, safety, occupational safety, ergonomics, environmental health pest management, controlled substances, laser safety, environmental protection, fire safety, radiation safety, hazardous materials control, and hazardous waste management (including shipping).

Environmental protection subject areas including, but not limited to: air quality including California Resources Board and South Coast Air Management District regulations and rules; water quality including State Water Resources Control Board Phase II Small MS4 stormwater general permit and Sanitary Sewer Systems General Order; Spill Prevention, Control and Countermeasures Plan; investigation and remediation of contaminated sites. Prepares environmental data and reports to environmental regulatory agencies; applies for and maintains air quality, water quality, and remediation permits.

Participates in environmental regulatory development throughout agency public workshops, hearings, and submission of written comments; represents UCR Phase II Small MS4 on California Stormwater Quality Associaion Phase II subcommittees.
