GENERAL STATEMENT OF DUTIES: At a high level of expertise, to undertake the complex professional special and recurring assignments involving conducting full lifecycle activities of data analytics to include requirements and design, data cleaning, developing analysis and reporting capabilities, linking databases and datasets, and continuously monitoring performance and quality control plans to identify improvements in models; and to do related work as required. SUPERVISION RECEIVED:Works under the general direction of a superior with considerable latitude for the exercise of independent judgement and initiative. Work is subject to review for conformance with prescribed state policies and procedures. SUPERVISION EXERCISED: Supervises personnel assigned to assist on a regular project basis; coordinates, manages and reviews the work of professional personnel; reviews work in progress and upon completion for adequacy, propriety, technical sufficiency, and conformity with instructions.At a high level of expertise, to undertake the complex professional special and recurring assignments involving conducting full lifecycle activities of data analytics to include requirements and design, data cleaning, developing analysis and reporting capabilities, linking databases and datasets, and continuously monitoring performance and quality control plans to identify improvements in models.With a considerable level of latitude and independence, to assure the integrity of project data, including data extraction, storage, manipulation, processing and analysis. To provide a high level of expertise to query and interpret data, analyze results using statistical techniques, develop predictive models using administrative datasets and provide ongoing reports. To develop and implement sophisticated data collection systems and other strategies that optimize statistical efficiency and data quality. To assist superiors and work closely with management to prioritize business and information needs. To manage data analytics projects as assigned. To coordinate, supervise and review the work of subordinate personnel on a regular project basis. To provide data visualization and presentation of analytical findings to program owners and other stakeholders. To acquire data from primary or secondary data sources and maintain databases/data systems. To identify, analyze, and interpret trends or patterns in complex datasets. To link databases and datasets to generate integrated datasets. To filter and clean data, and review computer reports, printouts, and performance indicators to locate and correct code problems. To participate in ongoing decisions concerning data collections, study design, methodology,and data analysis. To locate and define new process improvement opportunities. To attend meetings with appropriate personnel to discuss recommendations and related implementation issues, as required. To prepare technical reports or other documents based upon research, investigation or analysis. To do related work as required.KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of data models, regression analysis, database design development, data mining and segmentation techniques; a thorough knowledge of sophisticated reporting packages, databases and programming; a thorough knowledge of statistical methodologies and techniques utilized for analyzing large datasets; the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy; the ability to conduct queries, draw conclusions, prepare written reports and present findings in a clear and concise manner; the ability to supervise and review the work of assigned subordinate personnel; the ability to establish and maintain effective working relationships with state and municipal officials, superiors, subordinates and the public; and related capacities and abilities.

EDUCATION AND EXPERIENCE:Education: Such as may have been gained through: possession of a Master's Degree from a college of recognized standing in Mathematics, Economics, Computer Science, Information Management, Statistics, or a closely related field with similar technical and computational emphasis; and

Experience: Such as may have been gained through: considerable employment in a professional capacity as a data analyst.Or,

Education: Such as may have been gained through: graduation from a four-year college of recognized standing with a Bachelor's Degree in Mathematics, Economics, Computer Science, Information Management, Statistics, or a closely related field with similar technical and computational emphasis; and Experience: Such as may have been gained through: extensive employment in a professional capacity as a data analyst. Data Analyst III

T he Data Analyst II I will be responsible for the manag ing a team of data analysts dedicated to maintaining the State of Rhode Islands Enterprise Resource Plan (ERP / Workday) for Finance, Payroll, and Human Capital Management functionality. The team focus on report management and report generation, analyzing data and providing insights on trends to support business decisions, as well as assisting in the testing of system updates and fixes. This position requires collaboration with stakeholders across the enterprise to identify workforce issues and trends, utilizing the ERP system to create and maintain reports and dashboards. Responsibilities include: Oversees work of data analyst II and data analyst I positions Develops, generates, and maintains reports using available report writing tools, to include the comprehensive management of the ERP report library. Ensure data accuracy and integrity in reporting. Monitor security access to reports to ensure user access is appropriate and following state security standards. Provide training and support to end-users on reporting. Troubleshoot and resolve report issues. Analyzes data to identify trends, provide insights, and offer recommendations to support business decisions. Develop, modify, and maintain dashboards, visualization, and other metric reporting tools. Assist in the testing of system updates and fixes as required. Required experience: A minimum of five years of workforce analysis and report experience required. 3+ years of intermediate to advanced experience and proficiency with Workdays functional modules, including but not limited to HCM, Talent Management, Benefits, Time Tracking, Absence, Payroll, Finance, etc. 3+ years of hands-on experience with reports development life cycle, including maintenance and regression testing of reports in Workday 3+ years of hands-on experience with Workday Reporting development

3+ years of experience with Workday security as it relates to reporting Solid understanding of Workday's business object model and relationships Workday implementations in a government organization a plus. Demonstrated ability to work effectively with end users, technical staff and business leads. Possesses effective oral and written communication skills. Ability to handle difficult situations diplomatically and ability to solve complex problems efficiently and effectively. Must be able to manage multiple priorities and meet deadlines in a fast-paced environment. Experience as a team lead a plus.
