Program Overview

Insight Housing's new family supportive service program is designed to serve low-income families. The program is funded through Bezos Day One family focused housing accelerator fund aimed at supporting vulnerable families quickly transition into permanent housing and maintain permanent housing placement. Services provided by Insight Housing include street and venue-based outreach, case management, housing navigation, permanent housing placement, and assistance in obtaining community and/or mainstream benefits.

Position Summary

In collaboration with Senior Program Manager (SPM), the Program Manager (PM) will oversee the daily operations of the program and ensure the program meets all contractual obligations. The PM will provide direct supervision to a multidisciplinary program staff and partner with housing providers, landlords, and social services to reduce the length of time families remain unhoused and promote long-term housing stability. They will be responsible for ongoing staff training, compliance, and for tracking spending within the program.

Essential Duties and Responsibilities

Manage implementation of the new family supportive services program, ensuring alignment with rapid rehousing and Insight Housing best practices. Manage the day-to-day operations and contract deliverables of the program. In collaboration with the Sr. Program Manager and Regional Director, hire, onboard, train, supervise, evaluate, and terminate all program staff. Ensure that participants receive appropriate services as required by our contract. Foster a trauma-informed, strengths-based, and client-centered approach across the team. Identify and address barriers to housing access and stability for program participants. Review and approve all intake files for program eligibility. Review and approve all financial assistance requests. Participate in all CoC and community-based meetings as assigned. Maintain files and statistical information in conjunction with the administrative offices. Assist with preparation of program statistical reports to track program metrics and comply with contract. Monitor and track data entry into HMIS to ensure accurate reporting. Provide crisis intervention as needed. Meet with program participants to resolve grievances. Collaborate with the Continuum of Care (CoC) and the other providers in the county to ensure services are delivered efficiently. May collaborate with SSVF team to accept referrals for SSVF-ineligible families from the BNL list. Ensure all trainings are completed as required to deliver services and comply with contract. Facilitate weekly and other program staff meetings. Maintain confidentiality regarding program participants, personnel and other internal agency affairs. Be responsible to other staff, program participants, Insight Housing and its stakeholders, both for your actions and your decisions not to act. Drive own or agency vehicle to various sites as required; documenting and reporting mileage according to agency procedures, so that services can be provided in a timely manner; comply with agency driving policy at all times. Participate in promoting a safe, healthy, and clean working environment consistent with agency's health and safety practices. Attend and participate in all meetings and trainings as assigned. Complete and submit own timesheet and approve staff timesheet in a timely and accurate manner. Work within the framework of Insight Housing's Code of Conduct. Perform other tasks as assigned. Qualifications, Skills, and Abilities

Bachelor's degree in Social Services or related field preferred. Ability to complete CPR/First Aid Training. At least 3 years' direct experience providing services to individuals experiencing homelessness, mental health, substance abuse or other social issues. Translatable experience, relevant internship and volunteer experience, and strong administrative experience will be considered. At least 1 year' experience with staff supervision and program management required. Demonstrated leadership and strong administrative skills will be considered. Commitment to serving individuals experiencing homelessness. Understanding of and sensitivity to issues related to homeless, low income, mentally disabled, and chemically dependent persons. Must be proficient in use of computer and Microsoft office suite (Word, excel, outlook and TEAMS). Experience with Homeless Management Information System (HMIS) a plus. Ability to interact in a supportive and professional manner with staff and program participants of diverse cultural and economic backgrounds. Ability to provide good customer service. Communicate effectively and maintain a calm demeanor in stressful situations. Capable of working independently and as part of a team. Excellent written and oral communication skills. Excellent interpersonal and crisis intervention skills with a can do and flexible attitude. Ability to work well under high pressure. Ability to maintain professional conduct, attitude, and appearance at all times. Special Requirements

This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies. Must be able to receive and maintain criminal and credit records clearance. Physical Requirements

Regularly required to use hands and fingers to handle, feel, or operate objects, tools or controls, and reach with hands and arms. Frequently required to stand, walk, sit, climb stairs, talk, hear, and see clearly. May be occasionally required to stoop, kneel, or crouch. May be required to lift or move up to 50 lbs.

Compensation: $75,000 annually
