The Housing Opportunities Commission of Montgomery County (HOC), established in 1974, aims to address the County’s affordable housing needs. HOC is authorized to acquire, own, lease, operate housing, and provide construction, renovation, financial assistance, social services, and daycare. Job Description: This professional position involves coordinating services to support property management, leasing, occupancy, maintenance, and public relations for an assigned portfolio of approximately 350 scattered site units, including single-family homes and market-rate housing. The incumbent acts as a liaison between HOC, HOA Boards, Associations, inspections, investors, and contractors to meet requirements efficiently with minimal disruption. The employee must possess knowledge of federal, state, and local housing regulations and practical property management skills to oversee daily operations. Responsibilities include planning and coordinating preventive maintenance, managing budgets, and monitoring contract performance. The role requires adapting procedures to handle non-standard situations and providing excellent customer service to internal and external partners by responding promptly and resolving issues. Personal contacts include HOC staff and external organizations to manage programs and resolve issues. The work involves moderate physical effort and may include exposure to challenging behaviors and weather conditions. Examples of Duties: Prepare and create FY/CY budgets for the portfolio. Maintain full occupancy or above. Advertise vacancies, obtain referrals, explain benefits, and show units. Leverage after-hours or weekend leasing activities. Pull applicants from Housing Path Waitlist for affordable programs. Ensure compliance with certifications and recertifications. Counsel tenants and handle lease enforcement cases. Prepare management reports like incident, vacancy, and variance reports. Supervise on-site staff, including hiring, training, and performance evaluations. Conduct routine inspections of units and common areas. Make presentations to committees and boards. Perform other related duties as assigned. Minimum Qualifications: Experience: At least three (3) years in property management, including one year in affordable housing and supervisory experience. Education: Bachelor’s degree in business administration, finance, or related field from an accredited institution, or equivalent experience. Low-income applicants in Montgomery County are encouraged to apply. Knowledge, Skills, and Abilities: Knowledge of HUD and state housing regulations. Understanding of building management and preventive maintenance. Experience with unit inspections and contract management. Familiarity with budgets and financial controls. Experience with Yardi software is a plus. Strong interpersonal skills for diverse interactions. Licenses and Certifications: Certification in Low Income Housing Tax Credit or HUD Programs is a plus; passing or within six months of passing the LIHTC certification exam is required. Valid driver’s license. Periodic recertification may be required to maintain employment. Salary Range: Grade 22 - Min: $65,642 / Mid: $86,890 / Max: $108,138, based on experience and departmental budget. HOC is an equal opportunity employer promoting a drug-free workplace.
