Position Title: Cyber TSCM Lead

Location: Washington, D.C. (National Capitol Region)

Position Type: Full-Time

Position Summary: Ensure Cyber TSCM missions are staffed appropriately and that Cyber

TSCM related activities support the NGA TSCM program, TSSC modernization goals, and Office of

Counterintelligence Technical CI Division. Maintain familiarization with all governing national and agency

level policies, ensuring compliance with all facets of reporting and training requirements as well as all other

regulatory guidelines.

Duties may include:

Familiarity with current TSCM and CI policy

Conduct TSCM operations consistent with National and DoD policies governing the employment of TSCM

tactics, techniques, and procedures

Ensure NGA compliance with ICD 705, Physical Security Standards for SCIFs, and DoD standards

for collateral areas

Identify physical and acoustical security deficiencies and develop corrective actions to mitigate the

identified deficiencies

Analyze complex physical and technical security issues and provide cost-effective recommendations

that meet policy requirements

Provide recommendations and guidance for NGA facilities under construction

Prepare specialized technical risk assessment products, TSCM reports of inquiry, after action reports,

tailored briefings, and other administrative communication necessary to support the CI mission

Provide technical advice and assistance as it relates to CI and TSCM

Generate finished correspondence, documents, briefing materials, spread sheets and threat reports in

accordance with NGA guidelines, as required

Assist Certified TEMPEST Technical Authority (CTTA) with technical security plans, policy and

execution; assess electronic processing equipment for security vulnerabilities

All external engagements to include, but not limited to, conferences, equipment demonstrations,

external learning events, national and DoD level meetings, et cetera, require an after-action report,

due within 72 hours of completion.

An after-action report and briefing are required within five work days after completion of any national

or DoD level exercise participation

Conduct daily TSCM Cyber missions. Those duties include:

Coordinate with NGA Cyber stakeholders to prepare for TSCM Cyber missions

Install TSCM Cyber equipment effectively for the respective mission area

Conduct thorough analysis of cyber data to support TSCM missions

Collaborate with NGA Cyber stakeholders to investigate findings

Brief customers on the results of TSCM Cyber missions

Report TSCM Cyber findings to customers within established timeframes

Assist with maintenance and day-to-day monitoring of the TSCM Cyber suite, ensuring compliance with

information assurance requirements in order to sustain authorization to operate

Research and attend advanced cyber security training to enhance technical competency

Train TSCM practitioners on the use of newly developed cyber technologies

Research, test and develop new technologies to enhance TSCM Cyber capabilities supporting NGA infrastructure.

Skills and Experience:

Required:

Experience writing and editing of technical documents

Shall possess certification from TSCM for Information Systems

Shall have an Interagency Training Center (ITC) TSCM Certification

Shall complete at least 40 hours of discipline-specific development or refresher training every fiscal year.

-The training delivery may include classroom, on-line, or commercially-available training, or exercise. The

NGA customer will sponsor Government-offered, discipline-specific development or refresher training IAW

National and DoD standards.

Shall meet minimum training requirements, upon assignment, for access to DoD networks in accordance

with DoDD 8140.01, by attaining and maintaining at least baseline certification for DoD 8570.01-M

Information Assurance Technician Level II (IAT2) compliance, at the sole expense of the contractor.

Must have an Active Top Secret Clearance with SCI eligibility.

At least 10+ years of directly related experience and a High School Diploma.

Desired:

Experience with telephone security (i.e. with Telephone Security Group (TSG) requirements)

Shall have knowledge and experience with Voice Over Internet Protocol (VoIP) systems, Cloud systems

and network architecture, and their associated vulnerabilities.

Possess a Bachelor’s degree in Computer Science, Engineering or a related technical discipline

Be a credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.)
