General Statement of Duties

Provides leadership, coordination and oversight of a central department within the HCPS Division of Learning responsible for unifying and advancing student support services - including school counseling, school psychology, school health, records management, Section 504, and substance use prevention and intervention - through aligned, strategic, and collaborative efforts.

Essential Duties

• Plan, implement, and evaluate student support and wellness programming to ensure continuous program improvement for the benefit of all students, staff and families in alignment with HCPS strategic plan: Journey to 2030.

• Provide leadership and supervision for 13 district-level supervisors, specialists, coordinators, and administrative staff within the Department of Student Support and Wellness, ensuring strong school partnerships that support the identification and addressing of non-academic barriers to student success.

• Guide and support the supervision of 400+ Student Support and Wellness staff across 75 HCPS schools and programs to ensure effective implementation and integration of evidence-based practices and services (i.e., school counselors, school psychologists, educational diagnosticians, school nurses/sub nurses, clinic aides, tiered intervention school counselors, and licensed mental health professionals).

• Spearhead implementation of Henrico CARES, a five-year, multi-pronged action plan that connects schools, county agencies, and private/community providers to expand access to timely, high-quality youth mental and behavioral health care services- ensuring coordinated and integrated support that adapts to evolving student needs.

• Develop and/or revise policies, regulations, and procedures in compliance with federal and state regulations as they relate to specific program areas and/or services for students.

• Support the development of and/or oversee all professional learning opportunities and activities provided by the Department of Student Support and Wellness.

• Coordinate the development of the budget for all areas within the Department of Student Support and Wellness; approves expenditures and provides fiscal management oversight.

• Advance trauma-informed practices and comprehensive school-based mental health systems delivered within Multi-Tiered Systems of Support (MTSS) through cooperative, collaborative, and timely efforts with school-based administrators, central office departments, parents, and external organizations/agencies.

• Facilitate animal-assisted crisis response efforts and division-wide implementation of school-based therapy dog programming through established partnerships with national and local agencies.

• Oversee the effective operation of Medicaid-funded Therapeutic Day Treatment (TDT) services for PreK-12 students with identified behavior needs, integrating support for parents/guardians to ensure continuity of care between home and school.

• Provide oversight of HCPS Mental Health Crisis Response protocols based on the PREPaRE model of crisis intervention in coordination with district-level emergency management to support impacted school communities in the aftermath of a crisis or critical incident.

• Lead division-wide academic and career planning efforts, including oversight of an online academic and career planning platform and annual course planning processes, alignment with the Standards of Accreditation (SOA), and annual revision, publication, and presentation of the HCPS Academic and Career Planning Guide to ensure accuracy, accessibility, and relevance for students, families, and staff.

• Provide administrative oversight of the records management process for current and former students, ensuring compliance with federal and state regulations and in accordance with Library of Virginia schedules. This includes, but is not limited to, the interpretation of Federal Educational Rights and Privacy Act (FERPA) to schools regarding the management of student records and disclosures, processing of alumni transcript requests, managing amendment and appeal procedures, and meeting record retention, disposal, and archiving requirements.

• Oversee district-level implementation and compliance of Section 504 of the Rehabilitation Act of 1973, including but not limited to providing direct support to the Section 504 coordinator, establishing clear policies and procedures, monitoring and evaluating Section 504 implementation, and responding to requests for mediation and/or formal hearings.

• Collect, analyze, and report complex outcome-oriented data related to the Student Support and Wellness; use data to determine trends and potential opportunities for growth and communicate data, findings, and implications to stakeholders.

• Develop and deliver presentations to the Henrico School Board regarding Student Support and Wellness as requested.

• Lead outreach initiatives in collaboration with division departments, county agencies, and community partners to engage families, students, and the broader community in accessing available resources, supports, and services.

Minimum Qualifications

Must possess a Masters degree in counseling, psychology, social work, or a related field and hold a Pupil Personnel Services License from the Virginia Department of Education (VDOE). Endorsement in Administration and Supervision is required.

Thorough knowledge of the practices, methods and techniques used in the administration and supervision of all facets of student support and wellness services; thorough knowledge of prescribed School Board policies and procedures; thorough knowledge of federal, state, and local laws, codes, regulations, and ordinances related to the areas of responsibility for student support services, including Section 504. Must have excellent oral and written communication skills, and leadership and organizational skills. Must have the ability maintain confidentiality of records and privileged communications; accurately interpret and administer legal mandates, policies, and procedures; and train, supervise and evaluate staff. Must have the ability to motivate others to reach their fullest potential; establish and maintain effective working relationships with school officials, students, parents, teachers, staff, and various groups of individuals/agencies. Must have the ability to work independently with little direction.
