Position Information The purpose of this classification is to manage operations and staff involved in reviewing and regulating stormwater management; maintaining stormwater infrastructure and quality; mitigating flood hazards; and ensuring compliance with local, state, and federal stormwater regulations.
Essential Functions
Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates work activities of Stormwater Division: prioritizes work activities in order to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to County management as requested.
Manages stormwater infrastructure maintenance, repair and replacement: identifies and approves and/or recommends maintenance, repair and replacement projects; designs improvements and upgrades; participates in Requests for Proposal and Requests for Bid processes; manages related contracts and change orders; and monitors project compliance with local, state and federal regulation.
Manages plan review processes for stormwater compliance: provides technical support and guidance to plan review staff regarding complex plans; makes recommendations regarding corrections and deviations to existing plans; makes recommendations regarding County development standards and stormwater management ordinances; maintains awareness of related County, state and federal stormwater management rules and requirements and changes to the same; and integrates newly enacted changes into County codes and ordinances.
Oversees floodplain management and flood mitigation activities: ensures compliance with and participation in local, state and federal programs regarding floodplains, flood insurance, dams, and related issues; updates floodplain maps; notifies citizens of updates and answers related questions and concerns; designs, permits and constructs regional Stormwater Management Facilities; manages related grant applications and awarded funds; maintains Community Rating System program for flood insurance, and maintains all documentation.
Manages water quality monitoring and maintenance of the National Pollutant Discharge Elimination Program (NPDES) permitting: directs the issuance violation notices; reports violations to appropriate agencies; assesses civil penalties for illegal activities; directs the preparation and submittal of related required reports; and maintains related documentation.
Receives and responds to complaints and questions regarding work activities from County officials and employees, contractors, property owners, local, state and federal agencies, and other individuals: conducts research; provides information; answers questions; makes recommendations to resolve disputes; and initiates and implements resolutions to problems.
Develops and implements budget for assigned areas: allocates department resources; monitors expenditures to ensure compliance with approved budget; and maintains related documentation.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Civil Engineering or related field required; supplemented by ten years of progressively responsible experience in stormwater management, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Driver's License. Must possess and maintain a valid Georgia Registered Professional Engineer - Civil license. Physical Abilities Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements Some tasks require the ability to communicate orally. Environmental Factors Essential functions are regularly performed without exposure to adverse environmental conditions.
