Purpose:

This position is responsible for the oversight of the agency's PSRB (psychiatric Security Review Board) Clinical Programs. This program is a forensic mental health program that provides behavioral health treatment, community integration, and forensic monitoring to individuals adjudicated Guilty Except by Reason of Insanity. The Program Manager assures quality service and collaborative relationships with all stakeholders, including State, County, and PSRB Office. It also works to ensure a team-based approached is utilized with residential, clinical and peer providers. This position requires strong attention to detail to ensure both clinical and forensic compliance with OAR and PSRB requirements. The Program Manager will have a strong ability to complete formal and informal risk assessments while utilizing a humanistic approach.

Accountabilities:

Talent Management: Provides weekly program supervision to supervisees; conducts group supervision in program team meetings and provides employee training as needed. Initiates recruiting, hiring, training, and discipline of employees Provide back up coverage for after hours crisis, second to the assigned oncall staff. Provides feedback to team regarding standardized templates and corrections for accuracy. Addresses issues of quality care and/or utilization of services through an organized performance improvement process. Assists prescribers to coordinate with other agency employees and acts as liaison for prescribers within the programs. Develop a team culture in line with person-first values of the agency. Conducts timely employee performance reviews, provides on-going performance improvement feedback and coaching. Works closely with direct reports and management team to identify development training plans and programs. Collaborates with the Clinical Director to ensure the program training recommendations align with the organization's processes and programs Agency Development:

Participates in committee meetings addressing quality of care. Committee review includes utilization in the following areas: services, medication management, prescriber needs, and hospitalizations. Coordinates site reviews, audits, chart reviews, and certificate requirements. Attends all county level meetings as required. Actively contributes or co-chairs internal staff meetings as required. Participates in subcommittees related to agency and talent development. Ensures PSRB beds remain at capacity and coordinate with residential team frequently to ensure quality and continuity of care across programs Documentation Accountability:

Routinely audits charts of individuals engaged in services and program documentation, ensuring both QI compliance and PSRB compliance. Reviews and approves individual service and support plan, plan revisions and annual re-authorization paperwork. Works with Quality Improvement team to conduct case review and OAR compliance. Stakeholder Relationships:

Partners with other staff members to address and resolve stakeholder issues and complaints. Attends PSRB Monthly meeting and OSH-MultCo PSRB Meeting Coordinate frequently with OSH social workers and Secure Facilities around vacancies. Conduct and coordinate Orders of Evaluation from board Alerts PSRB office of critical incidents and coordinate revocations Ensures monthly reports are submitted by the 10th of each month to both counties and PSRB office Monitors wiki page with bed vacancies As needed, testify in PSRB hearings Performs other incidental and related duties as required and completes in a timely manner. PSRB Mental Health Clinicians and associates. Skills trainers and interns as applicable.

Qualifications:

Qualified Mental Health Professional, CSWA/LCSW, LPC/LPC associate or LMFT/MFTi required a master's degree in social work, counseling, professional psychology, etc Experience conducting Clinical assessments, particularly forensic and risk assessments. Prior Leadership Experience preferred Prior experience working with the PSRB Population preferred. Core Competencies:
