Approximate Starting Base Salary for PM 1 : $70K+ | Total Compensation Range (with allowances included): $85K+

Overview
VALIANT Construction LLC is seeking an experienced
Project Manager (PM)
to lead and manage the successful execution of
U.S. Federal Government Healthcare Construction Projects
ranging from
$10M to $50M . This role requires a highly organized and proactive professional with a strong background in federal construction management, contract administration, and project execution. The PM will oversee all aspects of the project performance, including budgeting, scheduling, subcontractor coordination, and compliance with federal contract requirements. The ideal candidate will ensure projects are delivered on time, within budget, and in accordance with government standards, while working closely with owners, contracting officers, field teams, subcontractors, and project team members to drive project success.
Key Responsibilities
Project Planning & Execution
Develop and manage project schedules, budgets, and work plans, ensuring alignment with federal contract requirements and project objectives. Oversee procurement, subcontractor selection, and contract administration, ensuring timely execution of work in compliance with government regulations. Monitor project milestones, critical path activities, and risk factors, proactively addressing delays or potential issues. Lead and coordinate pre-construction planning, kick-off meetings, and project mobilization to ensure smooth project execution.
Compliance & Compliance Management Ensure all project activities adhere to FAR (Federal Acquisition Regulations), Davis-Bacon Act, and federal security protocols. Review and manage submittals, RFIs, change orders, and pay applications, ensuring compliance with government contract terms. Collaborate with Contracting Officers, Owner's Representatives, and government inspectors to maintain contract transparency and accountability. Maintain thorough documentation of project communications, contract modifications, and compliance reporting.
Financial & Risk Management Track project costs, budget forecasts, and financial performance, identifying and mitigating potential cost overruns. Negotiate and manage subcontractor agreements, purchase orders, and vendor contracts to maintain cost control. Conduct risk assessments and implement mitigation strategies to ensure financial and operational success. Support preparation of government invoices, work-in-place tracking, and financial reporting for accurate billing and contract compliance.
Leadership & Stakeholder Coordination Serve as the primary liaison between owners, government agencies, field teams, subcontractors, and internal leadership. Lead and facilitate weekly project meetings, progress updates, and issue resolution discussions. Foster a collaborative and solutions-oriented team environment, driving accountability and high-performance execution. Engage with government officials, architects, engineers, and subcontractors to ensure seamless project communication and execution.
Quality, Safety, & Closeout Ensure compliance with EM 385-1-1, OSHA regulations, and site-specific safety plans, prioritizing jobsite safety and risk reduction. Oversee quality control processes, ensuring all work meets federal specifications and contract requirements. Manage project punch lists, closeout documentation, and final government submittals, ensuring contract completion and final acceptance. Conduct post-project evaluations, identifying lessons learned and best practices for continuous improvement.
Required Education and Experience
Bachelor's degree in construction management, Civil Engineer, or related field Minimum five (5) or more years of experience in federal or commercial construction project management, with a proven track record of successfully delivering projects ranging from $10M to $50M Physical Demands and Work Environment
Frequently required to stand, walk, or sit Continually required to utilize hand and finger dexterity Continually required to talk/listen Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard Occasionally required to lift/push/carry items less than 25 pounds
