COLSA is seeking a Journeyman Software Developer - Applications to support the development, modification, testing, and maintenance of both general-purpose and specialized software applications and utility programs. This role involves full lifecycle software engineering-including design, development, integration, testing, deployment, and documentation-alongside analysis of user needs, system functionality, and operational workflows to enhance performance and efficiency across mission-critical IT systems. Responsibilities may also include database support, Agile project participation, and client-facing collaboration across diverse functional areas such as logistics, personnel, and finance.

Developers will contribute as part of a collaborative Agile team and must be able to operate at a high technical level while supporting both modernization initiatives and the sustainment of legacy systems supporting a critical federal mission.

Principal Duties and Responsibilities (*Essential functions)

Develop, modify, test, and document software applications and system utilities

Support analysis of user needs and translate them into functional technical requirements

Assist in application architecture design, coding, debugging, and implementation

Participate in Agile development sprints, including backlog grooming, coding, testing, and peer reviews

Support database analysis, design, and implementation within the application development process

Perform integration and system testing; troubleshoot issues and recommend enhancements

Use DevSecOps tools and practices to support code management, CI/CD, and containerized deployments

Document technical specifications, user guides, and operational procedures

Work collaboratively with other developers, systems engineers, and client stakeholders

Stay current with evolving software development technologies and methodologies

Required SkillsRequired Experience

Bachelor's degree in Computer Science, Engineering, Math, Information Technology, or related field

Minimum of two (2) years of experience in:

Software requirements definition, system design, coding, testing, and lifecycle documentation

Planning and executing software design and development efforts

Minimum of one (1) year of:

Program/project-level involvement in software development projects

Agile DevSecOps development using industry-standard practices and tools

Hands-on use of Kubernetes, Jira, Confluence, and Bitbucket (or equivalent tools)

Must be able to obtain a favorable Tier 1 background investigation.

Preferred Qualifications

Exposure to secure coding standards and compliance frameworks (e.g., NIST, FISMA, STIGs)

Experience working in DoD, DHS, or Federal civilian environments

Familiarity with CI/CD pipelines and automated testing tools

Experience with containerization and orchestration using Docker and Kubernetes

Knowledge of enterprise database platforms and application integration techniques

Secret DoD Security clearance
