The Virginia Alcoholic Beverage Control Authority is currently seeking applicants for a Business Systems Analyst 3. The Information Technology Services Division (ITSD) is responsible for planning, implementing and supporting division software applications that support statutory, regulatory and administrative functions that improve operational productivity and/or enhance information availability, accuracy and timeliness.

Areas of Responsibility:

Performs stakeholder, business, and systems impact analysis for proposed projects. Serves as a liaison between the business sponsor of a proposed project and IT resource managers to obtain resource estimates for proposed projects. Conducts research to identify potential business and/or technical solutions for proposed projects. Ensures that downstream and partnering resources clearly understand the business vision for the technical solution. Conducts gap analysis to identify differences between the current and to-be states of business processes and system functionality. Analyzes data to determine the root cause of business problems and/or identify trends or opportunities for process improvements. Partners with technical and business resources to assist in identifying the root cause of system-related defects. Provides recommendations for the logical design of system enhancements. Identifies and makes recommendations on business process and functional system improvements. Formulates and documents well-formed user stories with detailed acceptance criteria. Manages requirements and associated changes to them through the project lifecycle. Partners with technical and quality assurance resources to ensure that requirements are implemented and tested per the acceptance criteria. Creates wireframes, mock-ups, models, and other visual diagrams to aid stakeholders in understanding a problem or opportunity space. Develops, maintains, and publishes system documentation. Actively engages stakeholders throughout the project lifecycle to support participation through discovery and execution Minimum Qualifications

Five years of experience as a Business Analyst, Process Analyst, Business Systems Analyst or equivalent field Full SDLC experience required. Preferred Qualifications

Bachelor's degree in a technical field such as computer science, computer design or engineering or equivalent experience Experience across multiple software implementation methodologies: Agile, Waterfall, Hybrid, etc. Previous participation in the implementation of both in-house developed and COTS software Full SDLC experience Certified Business Analyst Professional or Certification of Competency in Business Analysis Previous experience planning and coordinating the work of other BSAs during a project assignment. Use of JIRA to manage tasks, epics and user stories. We offer:
