1 Request for Quote Florida Department of Transportation State Term Contract No. 80101507-23-STC-ITS 2 Overview 2.1 The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate. Job Title: 7640 Business Analyst (C. Advanced) Term : The contract term for this Staff Augmentation position is intended to be ASAP - 06/30/2026 , with possible renewal, based on excellence in work provided, need and budget availability. NOTE : "Term " does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term. Candidate Submission : FDOT is accepting two (2) candidate submission per vendor for two (2) open positions. Rate Increase : Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration. Quote Evaluation : Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The Florida PALM Project is targeted to replace FLAIR functionality, with go-live scheduled for July 1, 2026 . Problem Statement: Modifications to the Department's computing assets are necessary to align with the Florida PALM solution and are essential to the continuity of FDOT business. The selected candidate will be assigned initially to analyzing and documenting the Chart of Accounts impact on critical business functions, supporting business processes, and related computing assets. Additional focus will be on analyzing budget management related financial systems and dependent business processes owned by the Department and assisting in re-engineering in areas impacted by the Florida PALM Standardized Business Process Model and redeveloped interfaces. The business analyst is a member of PALM remediation team. They will be expected to work across multiple business units to perform business and detailed systems analysis activities and tasks. They will coordinate with subject matter experts to document requirements. They will also develop test plans, perform test/quality assurance activities and closely coordinate with other remediation team members. 5 Education Bachelor's degree or master's degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement. 6 Experience minimum of 5 years of Business Process Analysis and systems analysis is required. Proficiency in process mapping/modeling with tools such as Visio is required. Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required. Proficiency in writing SQL Queries and performing Data Analysis is required. Experience working with M icrosoft DevOps is highly desired. Technical Experience (programming or operations) working in IBM Mainframe, Distributed, and Cloud computing environments is highly desired. Knowledge of Rules 60GG-1 - 60GG-5, Florida Administrative Code, is desired. Knowledge of data migration is desired. Knowledge of change and release management is desired. Knowledge of testing and quality assurance tools and techniques is desired. Preference will be given to candidates with agile project experience and use of Azure DevOps to manage user requirements and backlogs. 7 Primary Job Duties/ Tasks The activities the candidate will be tasked with include, but are not limited to the following: Research and understand FDOT business processes and their inter-relationships. Document and diagram business and system processes and dependencies between them. Research and document impacts on agency business systems in relation to the P ALM implementation. Facilitate joint analysis workshops with the business units. Gather and document business and technical requirements as user stories in Azure DevOps and other tools. Manage backlog and work items using Azure DevOps. Coordinate with D evelopment and Q teams. Develop Test Plans and Test Cases. Coordinate testing and quality assurance efforts. Perform oversight reviews of deliverables for compliance with department standards. 8 Job Specific Knowledge, Skills, and Abilities (KSAs) The submitted candidate must be able to apply specific knowledge, skills, and abilities in the following areas: Business Analysis: Skill in performing detailed research, business analysis, as-is and to-be analysis, process modeling. Use of software tools is required and include, but are not limited to, MS Word, MS PowerPoint, MS Excel, and Visio. C ertified Business Analysis Professional (CBAP) or Certified Scrum Master (C SM ) is highly desired. System Analysis & Design: Skill in performing System Analysis & Design using a variety of modeling methodologies and techniques. Facilitation: Ability to expertly facilitate workshops and meetings with stakeholders. Technical Understanding: Technical knowledge and understanding of IT infrastructure and software development practices and techniques. Project Management: Knowledge of State of Florida Project Management Rule 60GG-1.
