OFFEROR RESOURCE QUALIFICATIONS 1. The Offeror shall propose resource(s) that meet the following minimum qualifications:

. Bachelor's degree in computer science, or a related field (as determined by the Client).

B.

SCOPE OF WORK

Offeror proposed resource(s) shall be responsible for the following:

1. Design and Development

. Develop microservices using Spring Boot.

b. Create responsive user interfaces using React.

c. pply event-driven design principles to build scalable and resilient applications.

d. Collaborate with cross-functional teams to design and implement software solutions.

2. Message Brokers

. Implement message producers and consumers.

b. Work with RabbitMQ for message queuing and event streaming.

c. If experience is in Kafka, understand the architectural differences between RabbitMQ and Kafka.

3. Deployment and Infrastructure

. Monitor and troubleshoot production systems.

b. Optimize application performance and scalability.

c. Deploy microservices to Kubernetes clusters, utilizing CI/CD pipeline.

4. Quality Assurance

. Conduct system testing and debugging activities.

b. Write unit tests with a goal of 85% coverage and participate in peer code reviews.

5. Documentation and Communication

. Design shall include sequence diagram for major use cases.

b. Document technical specifications, architecture, and design decisions.

c. Collaborate with product managers, designers, and other engineers to define requirements and deliverables.

6. Reporting

. weekly report communicating project progress and status. The Client will provide the reporting format to the Successful Proposed Resource.

B Resource will report ctivity on weekly basis to communicate progress made on the programs/projects.

C Weekly time reporting on JIS provided forms, nd ny dditional reports s ssigned by the supervising manager.

C. OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES

1. Offeror shall propose resource(s) possessing the following preferred skills, experience, nd capabilities:

a. Experience with:

(1) Front-end utilizing React nd/or ngular.

(2) RabbitMQ or Kafk for message queuing.

(3) Elastic search.

b. bility to:

(1) nalyze complex technical challenges nd propose effective solutions.

(2) Excellent verbal communication skills

c. Knowledge of:

(1) The use of design patterns.

(2) Kubernetes for container orchestration.

(3) RESTful PIs nd web services.

d. Excellent verbal communication skills

e. Proficiency in event-driven design principles.

D. PLACE OF PERFORMANCE

1. Work shall be performed in hybrid setting each week, Monday through Friday, s follows:

a. Two (2) days remote t suitable off-site location selected by the Offeror/Offeror Resource(s).

(1) The Client reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings).

b. Three (3) days on site t the Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401.

2. On-site support may be required. As designated by the Judiciary's Chief Technology Officer, the proposed resource(s) must be able to report on-site within twenty-four (24) hours after notification.

a. If required to report, the Offeror Resource shall report to Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401.

b. The Client does not have a limit on the number of times the proposed resource(s) may be required to be onsite.

3. The Client reserves the right to regularly evaluate performance nd withdraw remote privileges in the event of a decline in Purchase Order performance.

4. The Client reserves the right to modify the llocation of onsite nd remote work effort throughout the life of the Purchase Order. In the event of modification, the Contract Manager will coordinate with the Successful Offeror on a mutually agreeable allocation of work effort.

5. If the Offeror proposed resource has work llocation that includes remote work t ny time during the life of the Purchase Order, the Offeror proposed resource may not perform remote work from a country other than the United States of meric without prior pproval from the Contract Manager. Unless there are extenuating circumstances, Offerors shall not anticipate receiving approval for remote work from a country other than the United States of America.
