PROGRAM SUMMARY

Plaza de la Raza Child Development Services, Inc. (Plaza) is a comprehensive early childhood education program with a focus on school readiness for children zero to five years of age. Developmentally appropriate services are provided for children from low-income families, zero to five years of age. Plaza de la Raza currently serves over 700 children and their families.

DEFINITION

Under general direction, this position is responsible for oversight of Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA), integration of Family Services, and Health and Nutrition requirements for enrolled children and their families. This position is responsible for monitoring the delivery of health and family services that integrate parent and family engagement strategies into all systems and program services to support family well-being, promote children's learning and development, and connect families to community services. This position promotes collaboration of families in a family partnership process that identifies needs, interests, strengths, goals, and services and resources that support family well-being, including safety and health.

SUPERVISION RECEIVED AND EXERCISED

The Assistant Director of Program Services provides general direction and supervision. This position exercises supervision over the Health Specialist/LVN and the Family Services Assistants.

DUTIES AND RESPONSIBILITIES

•Develops, plans, and oversees the implementation of agency policies and procedures regarding family services and ERSEA and Health activities to meet the needs of low-income families with sensitivity to cultural differences.

•Provides leadership, guidance, training, and supervision to assigned Family Services Assistants and Health Specialist/LVN and effectively communicates expectations and desired outcomes.

•Facilitates the development, implementation, and coordination of activities designed to meet compliance with regulations.

•Monitors and reviews the California Health Periodicity schedule for Health Assessment requirements by age groups.

•Monitors for compliance with the enrollment of eligible children as outlined in the Enrollment, Recruitment, Selection, Eligibility, and Attendance (ERSEA) requirements, Head Start Performance Standards, and State program requirements.

•Meets with staff to determine effective recruitment activities, timelines, and materials.

•Monitors, implements, and follows up with the agency's Child Attendance policy and procedures, including follow-up with parents.

•Monitors recruitment, waitlist, and enrollment activities to maintain full enrollment.

•Ensures that confidentiality of children and family files is maintained following the agency's policies and procedures, Community Care Licensing, and HIPPA requirements.

•Monitors delivery of Health Services to ensure timeline requirements are met, and follow-up occurs when needed.

•Prepares and coordinates the collection of data for the annual community assessment and utilizes local data to ensure that services are aligned to meet the community needs and that the selection criteria for enrollment are consistent with priorities to serve the neediest children.

•Maintains documentation and records in children files and on the tracking system in preparation for internal reporting and the annual Program Information Report (PIR).

•Attends Policy Committee meetings to address the purpose and need of a complete physical and dental exam for their children and the overall goals and objectives of the health requirements and follow up and access to and benefits of family services.

•Participates in Health Services Advisory, and community activities that benefit enrolled children and families.

•Conduct family engagement services in the family's preferred language, to the extent possible, and implement procedures consistent with regulation, Plaza la Raza policies and procedures, Head Start Performance Standards, state, and grantee GIM requirements and timelines.

•Ensures that ongoing monitoring, tracking, follow-up, and analysis of health and family services and nutrition is completed within required timelines in Head Start Performance Standards, grantee GIMS, contractual, and all applicable state and local requirements.

•Supports the annual parent orientation process and participates in multidisciplinary team meetings.

•Supports staff in leading the monthly parent meetings.

•Ensures that each site has materials that promote healthy habits and required health services.

•Supports community engagement activities, including participating in events to promote the program and assist with developing Memorandum of Understanding/Interagency Agreements.

•Monitors record-keeping systems to ensure delivery of services and follow-ups are provided within established timelines.

•Maintains knowledge of relevant federal, state, and local requirements and regulations communicates updates to administration and staff for planning, training, and monitoring purposes, and proposes adaptation to agency policies and procedures as appropriate.

•Performs other duties as assigned.

JOB REQUIREMENTS

Knowledge of:

Head Start Performance Standards, state program eligibility, family support (engagement and self-sufficiency), parent engagement in education and school readiness, community resources, health and safety related mandates in the Head Start Act and Performance Standards, health and safety-related Child Care Licensing regulations, Child Care Licensing requirements. Knowledge of Caring for Our Children (CFOC) 4th Edition and other childcare health and safety resources.

Ability to:

Promote relationship-based services for families, provide guidance and training in regulations for staff, work collaboratively with peers, monitor health requirements, and follow up, effectively communicate with community agencies that also provide services to low-income families, case management.

MINIMUM QUALIFICATIONS

Education:

Baccalaureate degree from an accredited four-year college or university in Health (public health, nursing, health education, health administration, maternal and child health, Social Work, Sociology, or a related field. Experience in management or direct services with children and their families and assistance to parents of young children in advocating and decision making for their families

Experience:

Seven years of experience of diversified program and policy support experience related to educational and social services, including the coordination of direct program services with children and their families, staff, policy committees, and other parties, including three years of management and supervisory experience and work with Federal or State mandated programs that are similar in nature to the Head Start/Early Head Start and California state programs.

HEALTH REQUIREMENTS

•Successful completion of an initial health examination, performed by or under the supervision of a physician, to determine, at a minimum, of the prospective employee can perform requirements of the job description physical requirements.

•Proof of the absence of Tuberculosis, from a physician to that the prospective employee is cleared to work with children and families.

•Documentation of current immunizations against influenza, Measles (MMR) and Pertussis (TDAP).

ADDITIONAL REQUIREMENTS

•Fingerprint clearances from the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), and the Child Abuse Index prior to starting employment.

•Completed and signed statement of any pending and/or prior criminal arrests/charges/convictions related to child sexual abuse, child abuse and neglect, and/or violent felonies.

•Verification that determines eligibility for employment in the United States of America.

•A valid California driver's license and the availability of private transportation or the ability to obtain transportation to perform position duties is required.

•As a mandated reporter of child abuse, must immediately report any suspected child abuse and/or neglect to Child Protective Services.
