ServiceNow Developer Sr. Functional Manager
to join the
Army Research Laboratory (ARL) Information Technology (IT) Modernization
program and support the full range of Enterprise IT services to ARL's research mission.
This position is contingent upon contract award expected summer/fall 2025. The work is to be performed at the customer site in Adelphi, MD.
ARL's unique research mission, highly mobile workforce, and geographical disbursement of its staff, requires an innovative approach in the delivery of IT services in fulfilling the organization's mission. ARL is the Army's corporate laboratory, within the Combat Capabilities Development Command (DEVCOM). It's diverse assortment of unique facilities and dedicated workforce make up the largest source of world-class integrated research and analysis in the US Army. ARL discovers, innovates, and transitions research to provide the best technologies for our Soldiers. The ServiceNow Developer Sr. Functional Manager will lead the design of architecture and optimization of ServiceNow platform capabilities in support of ARL's IT service delivery, automation, and workflow modernization efforts. This is a mission-critical leadership role responsible for maintaining technical excellence, innovation, and operational effectiveness across the ServiceNow environment.
Lead the architectural design, development, and implementation of complex ServiceNow applications and modules including Incident, Problem, Change, Asset, CMDB, Knowledge, and Service Catalog Oversee ServiceNow platform performance, upgrades, integrations, and overall health to ensure stability, scalability, and security Collaborate with stakeholders to gather and translate business and technical requirements into effective ServiceNow configurations and enhancements Lead the development of custom applications, UI policies, business rules, workflows, and automation scripts using JavaScript and REST API's Guide the creation of dashboards, reporting mechanisms, and performance analytics to provide insights to stakeholders Drive compliance with ITIL v4 standards and ARL/DoD enterprise IT policies Provide expert troubleshooting and resolution of platform issues and user incidents Stay abreast of ServiceNow's evolving capabilities and recommend enhancements to support digital transformation Mentor and lead junior developers, ensuring code quality, documentation, and delivery best practices Qualifications
EDUCATION AND EXPERIENCE:
Must have an MS or BA/BS Degree in computer science or information technology with two (2+) years of additional experience Must have at least five (5+) years of relevant experience working in IT software asset management, IT procurement, or related fields CLEARANCE REQUIREMENT: Must have an active Secret clearance CERTIFICATION REQUIREMENT: IAT Level II Certification equivalent or higher per DoD 8570/DoD 8140 (CompTIA Security+ CE, CCNA Security, GICSP, GSEC, SSCP, etc.) ServiceNow Certified Application Developer (CAD), or equivalent DESIRED:
Proven experience leading ServiceNow implementations and module customizations in DoD or federal government environments Deep understanding of JavaScript, GlideScript, HTML/CSS, REST APIs, and integration best practices Familiarity with Agile/Scrum methodologies and DevOps pipelines within ServiceNow Hands-on experience with Flow Designer, IntegrationHub, Performance Analytics, and Virtual Agent frameworks Proficiency with Microsoft Office products Experience creating and modifying documentation for technical processes and procedures Experience working in or supporting Army or Department of Defense (DoD) IT environments Experience providing quality service and support for mission-critical systems and VIP end users Excellent communication skills (written and oral) and interpersonal skills Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
