Position Summary:
The State of South Carolina is seeking a
PMP-certified Enterprise Project Manager Consultant
to lead a high-profile, enterprise-level IT implementation. This is a new position supporting the state's
procurement modernization initiative . The selected consultant will manage a complex program involving multiple agencies, vendors, and a contracted system integrator.
Key Responsibilities: Rapidly assess an ongoing, high-visibility project to identify key issues, risks, and develop a clear action plan. Enforce program governance and project management best practices across planning, execution, monitoring, and reporting. Serve as the primary liaison across technical, change management (OCM), and functional teams to ensure system and stakeholder requirements are met. Collaborate closely with the lead agency and system integrator responsible for delivering the cloud-based procurement or ERP solution. Facilitate communication and coordination among multiple stakeholders, including vendors, business users, ERP SMEs, and executive sponsors. Ensure effective management of risk, scope, issue tracking, and milestone delivery. Required Skills and Qualifications:
Demonstrated success as a
Program Manager
for large-scale
enterprise IT implementations , preferably involving
cloud-based procurement or ERP systems . Strong background in projects involving
ERP platforms
such as
Oracle, SAP, or Workday . Experience with
procurement reform, modernization initiatives , or public sector transformation projects. PMP Certification
is mandatory. Bachelor's degree or equivalent experience (minimum of 6-8 years in program management). Preferred Qualifications:
Prior experience managing
large-scale government or public sector IT projects , especially at the state level. Familiarity with
South Carolina procurement systems
or similar public procurement environments. Additional Notes:
Candidates must attach the

including full legal first and last name. Only one submission per vendor is allowed. If using a sub-vendor, it must be no more than
one level deep
and a
Sub-Vendor Usage Form

Access to a virtual desktop set up (software) will be provided by Lumen's client, allowing the user access to the required systems and technology.***
