Sr. CEQA / NEPA Technical Reports Specialist
to join our team. This full-time position can be based in any of our California offices, including San Juan Capistrano, Diamond Bar, Long Beach, Ventura, Riverside, Los Angeles, San Diego, Temecula, San Francisco, Berkeley, or Santa Barbara. Sr. CEQA / NEPA Technical Reports Specialist
performs complex professional scientific work, manages CEQA/NEPA services, and develops technical studies and reports for various CEQA/NEPA documents. Responsibilities include preparing and overseeing sections of Initial Studies/Negative Declarations (IS/ND), Mitigated Negative Declarations (MND), Environmental Impact Reports (EIR), Environmental Assessments (EA), Environmental Impact Statements (EIS), and Categorical Exemption (CatEx) memorandums. Our focus is on Air Quality, Greenhouse Gas (GHG), Energy, and Noise reports, with expansion into other CEQA topics. Strong writing, communication skills, and the ability to manage multiple projects concurrently are essential. Candidate Qualifications
12+ years of project management, permitting, and compliance experience in environmental consulting, particularly related to CEQA/NEPA, Air Quality/GHG, or Noise. Experience preparing analyses, reports, and sections for MND/EIR/EA/EIS and CatEx memorandums. Technical expertise in environmental impact assessments, legal defensibility, and regulatory compliance. Strong knowledge of CEQA/NEPA assessment criteria, regulations, and regulatory programs. Excellent technical writing, editing, and proposal development skills. Proven success in working with regulatory agencies and managing complex projects. Ability to handle multiple clients and projects while maintaining quality. Motivated to grow in the environmental field and develop innovative solutions. Job Requirements
B.S. degree or higher in Urban Planning, Environmental Science, Engineering, Chemistry, or related field from an accredited university (GPA of 3.0 preferred). CEQA project management experience and supporting CEQA project teams. Experience with technical reports on Air Quality, GHG, Noise, Odor, Traffic, or Energy. Ability to interpret rules, guidelines, and regulations for practical application. Independent working capability and critical thinking skills. Proficiency in Microsoft 365, SharePoint, Excel, Word, PowerPoint, and Access. Strong presentation and communication skills. Willingness to travel to client sites and agency meetings.
