Position Overview/Duties
The incumbent is responsible for effectively managing and executing assigned Programs within the assigned Branch as well as managing assigned projects. Applies an extensive knowledge of management concepts, principles, methods and practices as well as knowledge of USACE Mission, capabilities and assets, Construction Best Practices and Processes, Contract Acquisition procedures and Fiscal Law. The position requires a broad technical background and experience in various functions; a full and in-depth understanding of the Corps of Engineers business model, procedures, acquisition, authorization, and appropriation processes. The position requires strong leadership and a diverse, in-depth program/project management background. The incumbent is required to integrate customer requirements and participation into a comprehensive Program Management Plan (PgMP) that is fully coordinated with all sponsors and key stakeholders including various functional elements within the district; establish responsibilities and set expectations; control and manage assigned program/project scope, budgets and schedules; establish responsibilities, ensure the District commitments to the customer are met, and serve as the district's primary point of contact for customer and other external agencies on assigned programs/projects.
Program Management. Administers assigned Program and as such is responsible for the overall management, control, coordination and execution of assigned programs and projects; implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Negotiates and integrates all district functions (i.e. planning, design, cost engineering, construction, real estate, contracting, etc.), customer requirements, regulatory and environmental requirements, and other agencies commitments in support of assigned programs/projects into a comprehensive PgMP/PMP. Within this plan, integrates project scope and criteria, schedule activities and milestones, budgets, and roles/responsibilities of the participating parties including assumptions, risks and opportunities, contingencies, management reserve, and performance measurement criteria. Provides leadership to a multi-disciplined Project Delivery Team (PDT) and assures that the project stays focused on Program requirements with the context of the approved Plan and approved business processes. Keeps the functional chiefs and resource providers apprised of customer expectations and the status of assigned programs and projects, assists in early identification and resolution of problems and identifies where additional efforts may be required to meet commitments established in the PMP. Implements corporate decisions, guidance, laws and regulations, and policy in the development and execution of projects. Participates in district programming decisions affecting long and short-range courses of action for assigned projects. Provides input to the district operating budget related to projects assigned. Coordinates the planning, design, cost engineering, construction, and environmental considerations, etc., for a complex highly visible program and specific project deliverables of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues. Program and Projects managed are complicated by mission requirements, multiple stakeholders; major technical issues; conflicting interests of Federal, Foreign Country specifics, state and local government agencies, a variety of statutes and regulations; a high incidence requirement for special equipment, materials, design features, unique projects with special acquisition strategies, or close agency scrutiny because of size, economic, and National Security implications and top-level approvals required. Projects are more often non-typical design and construction with assignments directly funded from a variant of sources. The proponent agency programs are normally coordinated through Pacific Ocean Division (POD) and HQ US Army Corps of Engineers. Incumbent is responsible for the efficient, effective and timely accomplishment and coordination of the programming, planning, design and construction of projects. Controls and manages program and project milestones and budgets from planning through construction and closeout. Utilizes automation tools such as CEFMS, P2 and RMS to collect, analyze and display project information. Allocates project funds to district elements, consistent with progress attained, and measures and monitors program and project performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to ensure charges are authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Establishes the acquisition plan for the assigned program by identifying goals and objectives with the District's in-house technical resources and contractual capabilities. Reviews project progress, measuring earned value performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Based upon performance trends, forecasts schedule, budget, manpower, or quality problems and ensures proper resolution of issues raised. Reconciles sponsor/customer concerns, assuring that all participating parties are informed of project progress, issues and impacts. Reviews and approves, within authorities provided, project cost and schedule changes. Endorses all products produced in support of the project, and has the authority and responsibility to challenge those products. Manages project contingency funds to ensure efficient and effective utilization. Provides status reports on projects assigned (progress, issues and trends) to the district corporate leadership. Represents the District when dealing with the Program Customer, Non-Federal Sponsor, Director of Public Works, Installation Engineers, POD and HQ USACE Staff, other support agencies, other local state, federal, and tribal authorities involved with assigned program/projects, and is responsible for furnishing authoritative responses to project questions and issues. Speaks with the authority of the Branch Chief and the Deputy for Programs and Project Management at conferences and meetings on program issues including those of a critical or controversial nature during the life of the projects. Responsible for keeping the customer fully informed of project progress, issues and their resolution, and any impacts on costs. Ensures that customer or other agencies participation in the project is in accordance with the agreed upon PMP, that customer commitments are being maintained. Ensures early identification of customer problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner. Responsible for the development of all required customer and US Army Corps of Engineers agreements, leading the negotiation of such agreements on the part of the US Army Corps of Engineers.
Performs other duties as assigned.
Other Conditions And Requirements
Temporary duty travel (TDY) may be required approximately 25% of the time. A valid state driver’s license is required in order to make site visits.
Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
