Department of Transportation Planning DESCRIPTION: The successful candidate for this position has a strong ability to collect, publish, and analyze data generated by the program to help inform strategic direction. The candidate will be responsible for writing and proofreading various technical reports. Daily work will include team-oriented tasks requiring collaboration among team members and oversight of consultants. Prior TDM experience is preferred but not required. EXAMPLES OF WORK: Project Lead for the Commuter Connections Regional TDM Evaluation Project. Collect data generated by program participants and report at monthly, quarterly, and annual frequencies to interested stakeholders. Coordinate triennial calendar of surveys that lead to the publication of technical reports. Oversee contractual work performed by the Regional TDM Evaluation Consultant team. Assist Program Manager in developing and reviewing scopes of work (SOW). Collaborate with COG’s procurement team to issue contracts and/or contract amendments. Monitor work conducted by contractors and provide guidance, as needed. Serve as staff lead to the Regional TDM Evaluation Workgroup. Proofread technical reports authored by the Regional TDM Evaluation consultant. Mine database of 20,000 commuter records to generate relevant data for routine reporting. Maintain and enhance visual data dashboards built with Microsoft Power BI on TDM program participation and impacts. Maintain a Customer Relationship Management (CRM) database with over thirty contributors throughout the region. Report annually to the Federal Transit Administration’s (FTA) National Transit Database (NTD). Collaborate with a variety of team members to procure necessary data that informs strategic decision making. Make presentations of significant activities to committee groups as assigned. SUPERVISORY RESPONSIBILITIES:

None. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: The successful candidate will require strong analytical skills and sound knowledge of principles and practices of program evaluation. This includes establishing and monitoring performance metrics, survey development and analysis, publishing data to an online dashboard, and reports writing (including writing SQL queries to generate reports). EDUCATION AND EXPERIENCE: Three or more years of progressively responsible experience in data analysis and program evaluation. Bachelor’s degree in Data Analytics, Computer Science, Public Policy and Administration, or related field, or any equivalent combination of experience and training which provides required knowledge, skills, and abilities. COMPUTER KNOWLEDGE AND SKILLS: Strong skills required for Microsoft Office programs (Word, Excel, PowerPoint, Teams, Planner) and Power BI. Familiarity with reports writing in a PostgreSQL database environment. COMMUNICATION SKILLS: Ability to read, analyze, and interpret technical evaluation reports. Ability to write reports and articles for publication that conform to prescribed style and format. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions.
