Team Leader (Review Specialist)

to lead a three-member team conducting the Mid-Term Review (MTR) of the Synergy and Collaboration for Accelerating Basic Services (SKALA) Program in Indonesia. This review, commissioned by the Australian Department of Foreign Affairs and Trade (DFAT), will evaluate the effectiveness, relevance, and impact of SKALA Phase 1 (2022–2026) and provide forward-looking recommendations for Phase 2 (2027–2030). The Team Leader will ensure the delivery of a high-quality, evidence-based final report aligned with DFAT standards. The SKALA Program (2022–2030) is an AUD 160 million initiative implemented by DFAT to strengthen decentralized governance and improve basic service delivery in disadvantaged regions of Indonesia. Working with national and subnational governments, SKALA aims to reduce poverty and inequality through more inclusive and evidence-based policy, planning, and budgeting. The Mid-Term Review will evaluate progress against End of Program Outcomes (EOPOs), examine the program’s relevance and effectiveness in a shifting governance context, and inform DFAT’s decisions on Phase 2 implementation (2027–2030). This will be a consultancy with travel to and within Indonesia for field-based data collection and will be contingent on award and funding. The Team Leader will be ultimately responsible for delivering a high-quality analysis and review report. They will lead the review team and utilize the expertise of the team members, ensure the review delivers clear and evidence-based findings and is delivered within the timeframe. Team Leader will be expected to review and refine the scope of the TOR as part of the Evaluation Plan process. The position’s responsibilities will include: Provide overall leadership and strategic direction for the review team. Develop and refine the review scope and evaluation methodology in consultation with DFAT. Manage the delivery of all key deliverables, including the Review Plan, Aide Memoire, and Final Report. Oversee and contribute to desk reviews, in-country consultations, data collection, and analysis. Coordinate closely with DFAT staff, Government of Indonesia stakeholders, and project counterparts during in-country missions. Lead validation and consultation workshops with key stakeholders. Ensure integration of GEDSI, climate, and safeguards into all stages of the review. The consultant will be required to submit the following deliverables: A high-quality Review Plan outlining the methodology, tools, field work site selection, and logistics plan. Aide Memoire summarizing preliminary findings, presented to DFAT following in-country consultations. A full Draft Review Report (max 30 pages plus annexes) in line with DFAT review standards. A Final Review Report incorporating DFAT feedback, suitable for publication. Summary report for external stakeholders, including Government of Indonesia. Required Qualifications: At least 10 years of experience leading complex evaluations or program reviews in governance, decentralization, or public service delivery programs. Proven track record of applying mixed-methods approaches, including qualitative and quantitative tools. Demonstrated experience working with DFAT or similar donor-funded programs. Familiarity with Indonesia’s decentralization and governance context highly desirable. Excellent analytical and report writing skills, with experience producing high-quality evaluation reports. Proven leadership and coordination skills managing multi-disciplinary teams. Strong interpersonal and stakeholder engagement skills.
