Description/Job Summary
Lindahl Reed is seeking energy professionals to provide Resource Efficiency Manager services to the Department of Navy, Commander, Navy Installations Command (CNIC) Headquarters, Washington, D.C and Navy Region Europe, Africa, Central (EURAFCENT). The candidate will work with Navy personnel to achieve robust energy management programs, initiatives, and projects to meet energy laws, regulations, policies, directives, and goals. Energy support services include assistance with Energy Savings Performance Contract (ESPC) projects, Energy Resilience and Conservation Investment Program (ERCIP) projects, Utility Energy Services Contract (UESC) projects, Enhanced Use Lease (EUL) projects, Power Purchase Agreements (PPA), renewable energy projects and other energy projects. Provide technical support on energy and water efficiency, renewable energy, energy security, energy resiliency and utilities/infrastructure projects.
Position Responsibilities
The candidate will support demand reduction for energy and water through education, conservation, efficiency initiatives and projects that optimize the use of utility resources, including natural gas, electricity, solar, geothermal, water, wastewater, wind, and other energy/utilities. The candidate will also assist with energy and water planning, including development of installation energy and water management plans. In support of these requirements, the candidate will provide project management, engineering, technical knowledge, and analysis of energy management applications, databases, and systems, as well as high-level functional support for evaluation and implementation advice on energy efficiency, renewable energy, and energy resilience projects.
Candidate must be available for local travel to job location as needed.
Review project packages for accuracy and completeness including life cycle cost analysis. Conduct design reviews. Support energy planning, including the development of installation energy program summaries and installation energy security plans Support energy reporting requirements. Coordinate and review report findings/results/status as required. Develop energy efficiency projects and improvements. Analyze and compile energy, water, and other utility data including installation annual energy management and resilience reports. Support the development of energy resilience projects, including the integration of onsite renewable energy, energy storage, and microgrids. Support energy project implementation through ESPC, UESC, and ERCIP projects, and other energy funded projects.
Qualifications, Skills, and Experience:
Candidates must possess one of the following combinations of education and experience:
A four-year engineering degree (preferably in mechanical or electrical engineering) and/or a registered Professional Engineer registration with a minimum of 5 years of experience in energy management. An Environmental Science, business or related degree with a minimum of 8 years of experience in energy management. A two-year technical degree with a minimum of 10 years of experience in energy management. No degree with a minimum of 12 years of experience in energy management.
Background in energy management and experience with onsite renewable energy generation, energy storage, and microgrid projects as well as alternative financing contract vehicles. Experience supporting the development and implementation of energy projects. Knowledge of Department of Defense energy management requirements a plus. Current Certified Energy Manager (CEM) or Certified Energy Auditor (CEA), or ability to obtain certification within 12 months. Excellent oral/written communication, collaboration, and presentation skills Critical thinking and decision-making skills coupled with strong analysis and problem-solving skills. Self-starter, driven and able to work with limited direction under target timelines. Working knowledge of standard office computer software (e.g., Excel, Word, PowerPoint, etc.) U.S Citizenship is required. Ability to pass a government-administered background investigation in order to be granted a Common Access Card and access to government IT systems.
