The purpose of this class is to provide leadership and oversee the planning, direction, control, and evaluation of all work associated with Purchasing.

Bachelor's degree and five (5) years of progressive experience in Purchasing and/or Contract Management, or a master's degree and three (3) years of experience in Purchasing and/or Contract Management, preferably in Higher Education, including two years in a supervisory capacity. Certified Professional Public Buyer (CCPB) or Certified Professional Purchasing Officer (CPPO) certification is preferred. Demonstrated proficiency with computers and Microsoft software/applications is required. Planning and directing the college’s procurement activities. Managing functions within the department: purchasing, contracts, P-Card program, and requisition/purchase order training to the college community. Preparing and posting solicitation documents to eMaryland Marketplace Advantage as assigned. Establishing college policies and procedures. Supervising, advising, and evaluating assigned staff as required. Serving as a liaison between college departments, vendors, government agencies, and other external organizations. Managing the operating budget for the assigned division or function as required. Planning, directing, and managing procurement and administrative activities related to purchasing and contracting of materials, equipment, and services on a competitive basis for the college. Managing procurement personnel in reviewing, processing, and monitoring contracts, bids, and purchase orders. Reviewing, approving, and executing purchasing documents as assigned. Reviewing and preparing Board exhibits for submission. Obtaining Board approval for purchases over $150,000. Negotiating strategic sourcing agreements and changes in vendor contracts in accordance with CCBC, state, and federal rules and regulations. Managing long-range purchase planning and needs analysis to simplify and standardize services and commodities, reducing procurement costs for the fiscal year.
