The Technology Management Office Manager coordinates the technology portfolio practice across AARP Foundation. This role is responsible for the Portfolio Management function, ensuring that Foundation technology aligns to the strategy, managing the intake process and practices around budgeting, resource/dependency management, and reporting to AARP Foundation Technology Governance forum. This is a newly-created role to shape and to apply strategies and practices that effectively manage the technology portfolio, working with multiple teams and technology products, so that outcomes are achieved.
Responsibilities
Drives the alignment, adoption, and compliance of organizational policies, standards, guidelines, and processes to selected enterprise or industry frameworks, such as CIS Critical Security Controls or Scaled Agile Framework (SAFe). Owns the creation of appropriate metrics, tools, and systems to measure maturity of the enterprise, department, and/or teams against selected framework. Collaborates with internal and external stakeholders, as well as platform and capability teams to determine the impact of current practice maturity and negotiates tradeoffs needed to mature the practice. Leads, manages, and mentors the practice team to design, deliver, and implement initiatives that improve enterprise, department, and/or team maturity using an agile approach. Prioritizes the team’s backlog. Conducts data driven analysis and reviews and analyzes performance to drive decisions that deliver business value Develops and applies practice knowledge and expertise related to domain area systems, solutions, services, and applications.
Qualifications
5+ years of experience managing a portfolio that includes multiple technologies and cross-functional stakeholders from different business units. 5+ years of deep experience in project or portfolio management. Either 3+ years leading a portfolio management function or 5+ years as a key contributor on a portfolio management team. Proven experience introducing new practices, processes, or governance models. Demonstrated experience introducing methods of aligning and prioritized work, often under circumstances where there are competing priorities or constrained resource Experience driving the adoption of industry frameworks, such as Agile and Product Operating Model, yet being able to adapt approaches that will serve the needs of AARP Foundation
Certification in at least one of the following: Project Management Professional (PMP)
Portfolio Management Professional (PfMP)
Lean Portfolio Management (ICP-LPM)
Program Management Professional (PgMP)
Preferred: Additional certifications such as Certified ScrumMaster (CSM), Certified Associate in Project Management (CAPM), PMI Agile Certified Practitioner (PMI-ACP), or Certified Project Director (CPD). AARP will not sponsor an employment visa for this position at this time.
