The purpose of this position is to perform essential project management duties, establishing an execution framework that complies with the contract and ensures safety, quality, value, timeliness, and Fluor profitability.

This role involves managing medium to large-sized, moderate to high-risk EPFC/CM projects, and may include responsibilities for a substantial area of a mega project. When acting as a Proposal Manager, responsibilities include managing technical and commercial proposals, project planning, execution strategies, schedule preparation, cost estimating, and strategy development. Key Responsibilities:

Ensure Health, Safety, and Environmental (HSE) standards are emphasized throughout all project phases. Execute all aspects of the project in accordance with contractual obligations, Fluor’s Operating System Requirements (OSR), and the Operating System Implementation Plan (OSIP). Ensure full compliance with the prime contract regarding client reporting, notifications, system start-up, and close-out. Establish and maintain the project baseline, updating and communicating it throughout all phases. Deliver the project according to the approved execution and commercial baselines. Perform other duties as assigned. Qualifications:

Accredited four-year degree or equivalent in a relevant field, with 12+ years of related experience; or 16+ years of experience without a degree. Effective communication skills with diverse audiences. Technical knowledge relevant to the role. Ability to learn and apply local, state, and federal regulations. Experience and understanding of construction safety programs. Minimum of 12 years of relevant EPFC/CM project management experience. International project management experience is recommended. Successful management of at least two medium to large projects or significant roles in large projects. Completion of in-house and external project management courses. Knowledge of project design, engineering, procurement, construction, commissioning, and startup processes. Understanding of project controls including scheduling, risk management, cost control, and reporting. Basic knowledge of contract law, permitting, and project funding. Experience with various commercial structures such as Lump Sum, Reimbursable, and Gmax. Proactive, goal-oriented, with strong leadership and problem-solving skills. Ability to influence diverse teams and work effectively in complex environments. Willingness to relocate as needed. Proficiency in basic computer skills and project management certification (e.g., PMP) is preferred. Participation in Fluor University and knowledge management processes. Engagement in sales and marketing efforts.
