SUMMARY The primary purpose of this position is to perform highly-advanced SCM tasks and/or project management duties in support of NASSCO's new construction and repair programs. Responsibilities include procurement, contract negotiation, program estimates-at-completion (EACs), department budgeting, material forecasting, cost and price analysis, peer audit, material quality management, and supplier performance management. The Senior Subcontract Administrator ensures department compliance with policies and procedures through reviews and audits. They analyze, plan, coordinate, and implement transportation requirements to support material delivery. They also participate in continuous improvement initiatives to enhance safety, quality, reduce cycle time, and costs. The Senior Subcontract Administrator exemplifies professionalism, sound judgment, and fairness within NASSCO and the supplier community. This role is within the Specification team in Supply Chain.

ESSENTIAL FUNCTIONS AND DUTIES Independently conduct acquisition activities, manage suppliers, and perform inventory/supply or cost analysis for government, commercial, and capital projects. Solicit, analyze, negotiate, award, and administer purchase orders for high-value equipment, machinery, supplies, and services. Develop requirements, analyze trends, prepare contract terms, monitor supplier performance, and issue modifications.Manage inventory of multiple commodities.Develop complex bids, perform cost/price analysis, manage EAC, and support program management. Authority to commit to purchases within set limits.Lead as a team or project leader, supporting programs and supervising staff.Provide guidance and training to junior professionals, fostering a culture of succession.Contribute to cost reduction and process improvements.Establish and maintain good supplier relationships, monitor performance, and ensure timely delivery and quality.Interpret contract documents for compliance, resolve FAR/DFARS issues, and address discrepancies.Coordinate with departments and suppliers to resolve procurement issues, disputes, and delivery schedules.Identify and recommend solutions for complex issues and management concerns.Apply technical expertise to materials and services.Utilize business systems and purchasing platforms effectively.Other duties as assigned. SKILLS AND QUALIFICATIONS 5-8 years of purchasing experience.Bachelor’s degree in Business, Finance, or related field, or equivalent experience. A minimum of ten years of business experience; supply chain experience preferred. Proven leadership in managing complex acquisitions and inventory solutions.Ability to lead projects and manage teams.Strong problem-solving skills related to supply chain events.Expertise in logistics, inventory, and receiving management.Financial and analytical skills concerning market trends.Experience evaluating proposals, conducting cost analyses, and negotiating with suppliers.Advanced knowledge of FAR/DFARS and procurement regulations for government and commercial contracts.Effective verbal and written communication skills.Proficient in Microsoft Office Suite. PHYSICAL DEMANDS Must be able to commute to various shipyard locations, including onboard vessels, and tolerate moderate noise levels.

ACCOUNTABILITY Responsible for supporting internal customers with timely procurement and delivery of materials and services, ensuring quality, quantity, and value, aligning with project goals and processes.

Payscale:

$107,700 - $147,400

This salary range considers skills, experience, and education. Benefits include medical/dental, 401(k), flexible spending, insurance, paid holidays, PTO, wellness coaching, and onsite health services.
