Field Supervisor

Plans, organizes, manages, directs, supervises, oversees, assists, and participates in all maintenance activities and day-to-day operations for the Water Distribution System, including, but not limited to, water service line repairs, water main line repairs, residential meter installations, commercial large meter changeouts, landscape repairs, locating HCWA assets, valve maintenance, and water main line extension projects.
Essential Duties and Responsibilities
include the following. Other duties may be assigned.
Responsible for ensuring all equipment is in proper working condition and maintained according to the manufacturer's specification and/or industry standards. Ensures downtime related to equipment failure is minimal and all equipment is subject to an aggressive preventative and corrective maintenance program. Utilizes work order management software, Utilisphere locate software, valve inspection dashboard, and GIS Web Map to create and track work orders, utility locate tickets, landscape repairs, valve maintenance, and perform map change requests. Investigates all system failures for root cause analysis. Determines the type of repair required, whether repair or replacement. Assists in reviewing all maintenance staff expenditures and purchases to support budgeting. Participates in the preparation, administration, and monitoring of the Operations department budget; submits budget recommendations; prepares cost estimates; submits justifications for equipment. Works closely with the HCWA Inventory Department to ensure that they are aware of upcoming projects and the materials needed to complete them. Prepares reports, analyzes data, and makes recommendations for improving day-to-day operations and solving maintenance-related problems. Evaluate current policies, procedures, and practices for accomplishing department objectives. Communicates regularly with all Operations repair crew personnel, individually and as a group, to ensure effective and fluid communication concerning maintenance practices, issues, and solutions. Reviews and interprets technical papers, manuals, catalogs, as-builts, and other reference materials as needed. Works with staff and Management to ensure annual goals are achieved. Oversees water service line and main line repairs to meet Authority specifications and customer expectations. Initiates and carries out projects that improve efficiency and/or reduce operating costs. Ensures adherence to safety, health, and environmental policies and procedures. Ensures county, state, and federal regulations relating to the Operations department are met at all times. Directs, maintains, and enforces the safety program for the Operations department; reviews safety records to uphold standards of maximum safety for all Operations personnel. Confers with management to plan water line extension projects and commercial large meter change-outs in coordination with other operating activities. Communicates directly with other departments within the Authority to assist in planning maintenance and projects. Reviews and approves timecards and time off requests for employees in the Operations department. Must be available for on-call personnel handling emergency events and/or repairs after hours, on weekends, and holidays.
Supervisory Responsibilities
Directly supervises the crews within the Operations department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
Associate's degree or equivalent from a two-year college or technical school; five years' related experience in water distribution design, repair, inspections, and/or construction; or equivalent combination of education and experience.
Computer Skills
To perform this job successfully, an individual should have knowledge of Microsoft Office (to specifically include Microsoft Excel), GIS Mapping software, and Work Order Management software.
Certificates, Licenses, Registrations
Valid Georgia Class A CDL License and Georgia Water Distribution License.
