Job Description Executive Director (226 Days) - ( 25000248 ) Description Direct the activities of the Assessment staff which includes several other groups, namely Local Assessment, State and National Assessment, Assessment Service Center and Assessment Software Development groups. Provide an overall vision of the district's assessment efforts and coordinate all assessment services to provide valid assessment data utilized to improve teacher effectiveness and support departmental and district goals. Plan, direct and supervise the implementation of all activities related to the district's assessment program in compliance with all applicable federal, state and district policies and mandates. This would include overseeing the development and administration of all locally developed criterion referenced tests, the administration of all state mandated tests, the administration of all norm-referenced tests and the production of valid test results for all test administrations. Manage the Assessment department budget in a manner to ensure funds are spent in a judicious manner. Establish collaborative partnerships with both District staff and outside entities to ensure that the district's assessment program is implemented as designed and meets the standards set by the District and the State. Coordinate test development activities between the E and A local test development group and all academic departments. Interact with School Leadership and other District departments to ensure appropriate communication with the Assessment group regarding testing issues. Provide professional development on assessment related topics to district staff. Provide appropriate communication to the Board of Trustees, the public, campus-based personnel and upper-level administrators (including but not limited to, Assistant Superintendents, Chiefs, Executive Directors) in other regarding assessments and assessment issues. Carry out supervisory responsibilities in accordance with the District's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; appraising performance; rewarding and disciplining employees and resolving problems. Provide technical assistance to campus personnel and other district staff regarding the implementation of the District's testing program. Keep abreast of technical, legislative and professional developments affecting the assessment group, particularly in the areas of test development, TEA assessment policies, research, educational accreditation and accountability, statistical analytic techniques, and computer data analyses and reporting technologies. Qualifications

Required Master's Degree from accredited university with an emphasis in Research/Evaluation Measurement and/or Statistics. Preferred Ph/D from accredited university. Preferred minimum of 36 graduate hours of B or better in research design, statistics, evaluation methodologies, or measurement. Required 8 plus years of experience in a combination of the following disciplines research design, statistics, evaluation methodologies or measurements. Must have exemplary academic credentials and experience in Assessment. Ability to communicate well with groups both internal and external to the District. Demonstrated knowledge of measurement theory, test development processes and statistical analyses used in test development. Demonstrated ability to write reports requiring technical precision, accuracy, readability, and editorial correctness. Must have exemplary strategic and operational planning skills required to implement districtwide planning, evaluation and accountability projects.
