Summary The Orleans Parish Sheriff’s Office (OPSO), New Orleans, Louisiana, provides care, custody, control, and rehabilitation of its residents in the Orleans Justice Center (OJC). The Mission of the OPSO is to provide community safety and service to the people of Orleans Parish by protecting the rights and humanity of people in custody, supporting the wellness of our staff, and facilitating connections to the community in order to restore public trust and maintain a healthy community.
The Director of Operations is a key member of the executive leadership team responsible for overseeing the daily operational functions that support the Orleans Parish Sheriff’s Office (OPSO). This position provides strategic direction and hands-on leadership for critical support departments, including Maintenance, Engineering, Sanitation, and the Kitchen Warehouse. The Director ensures that all infrastructure, equipment, facility services, and operational logistics function efficiently, meet safety and regulatory standards, and support the secure and humane operation of the correctional facility.
Job Responsibilities Essential Duties and Responsibilities:
Provide leadership, direction, and oversight for the Maintenance Department, Engineering Division, Sanitation Department, and Kitchen Warehouse operations. Ensure timely response to facility maintenance requests, capital repairs, and emergency infrastructure issues impacting jail operations. Oversee all building systems, including HVAC, plumbing, electrical, fire suppression, elevators, and structural components in compliance with safety and code requirements. Manage the planning, scheduling, and execution of preventative maintenance programs across the jail complex. Coordinate with contracted engineers and internal staff to plan and implement capital improvement projects, infrastructure upgrades, and emergency repairs. Supervise sanitation operations to ensure compliance with public health standards and internal hygiene protocols throughout all housing units and operational areas. Oversee kitchen warehouse inventory management, food storage, and supply logistics to support uninterrupted inmate meal service in compliance with health codes. Develop and manage departmental budgets, monitor expenditures, and implement cost-control measures. Establish operational KPIs and prepare reports for executive leadership that detail performance, identify deficiencies, and outline improvement plans. Ensure that all assigned departments adhere to OPSO policies, local ordinances, and federal regulations. Foster a culture of accountability, efficiency, safety, and continuous improvement across all operational divisions. Serve as a liaison between OPSO and external contractors, vendors, inspectors, and regulatory agencies as needed. Participate in emergency planning, disaster response coordination, and post-incident recovery related to operational systems. ________________________________________
Supervisory Responsibilities Supervises department managers, foremen, and key personnel within Maintenance, Engineering, Sanitation, and Kitchen Warehouse units. Provides mentorship, performance evaluations, coaching, and disciplinary oversight per OPSO procedures.

Minimum Qualifications Bachelor’s degree in Public Administration, Engineering, Facility Management, Criminal Justice, or related field (Master's degree preferred). Minimum of 7 years of progressively responsible experience in facilities or operations management, preferably within a correctional, institutional, or public sector environment. Proven experience supervising multi-disciplinary teams including maintenance, engineering, or custodial operations. Strong knowledge of OSHA, ADA, public health codes, building codes, and life safety requirements. Excellent organizational, budgeting, and project management skills. Strong leadership, communication, and interpersonal skills. Proficiency in Microsoft Office and computerized maintenance management systems (CMMS).

Working Conditions Duties are primarily performed in an institutional setting with exposure to correctional environments. Occasional after-hours or weekend work required during emergencies or system failures.
