Astor & Sanders Corporation (Astor) is an award-winning IT solutions provider headquartered in McLean, VA seeking a Program Manager. This is a full-time and hybrid position in Washington DC. The Program Manager (PM) will serve as the primary point of contact for the Government, responsible for directing, planning, and coordinating technical, administrative, financial, and contract-related aspects under the HQMC ARI IT Functional Services and Support (IT FSS) effort. This includes ensuring the effective execution of all tasks across applications development, SharePoint support, database administration, and service desk operations. Oversee and manage day-to-day contract operations ensuring alignment with performance objectives and timely resolution of issues Develop, maintain, and report on project plans (including Plans of Action and Milestones - POA&Ms), schedules, and risk assessments Prepare and submit Monthly Status Reports (MSR) and Quarterly Metrics Trend Analysis Reports (QMR), providing updates on accomplishments, challenges, resource utilization, and mitigation plans Assign and manage contractor team schedules, ensure participation in meetings, and provide meeting minutes Lead program kick-off meetings, transition-in/out planning, and coordination with stakeholders Ensure compliance with all applicable DoD/USMC directives, security standards, and PWS requirements Maintain communication with the Contracting Officer (KO), Contracting Officer's Representative (COR), and the Government Program Lead Provide project management for all applications development and support efforts, including overseeing deliverables such as User and Developer Technical Guides, RMF documentation, and technical recommendations Collaborate on data management practices, including secure use of government platforms (Microsoft Teams, SharePoint, etc.) Supervise technical staff and provide direction in accordance with agile methodologies and SCRUM practices Manage application migration efforts to government-approved cloud environments, including SharePoint migration Perform additional duties as assigned Roles & Responsibilities Oversee and manage day-to-day contract operations ensuring alignment with performance objectives and timely resolution of issues Develop, maintain, and report on project plans (including Plans of Action and Milestones - POA&Ms), schedules, and risk assessments Prepare and submit Monthly Status Reports (MSR) and Quarterly Metrics Trend Analysis Reports (QMR), providing updates on accomplishments, challenges, resource utilization, and mitigation plans Assign and manage contractor team schedules, ensure participation in meetings, and provide meeting minutes Lead program kick-off meetings, transition-in/out planning, and coordination with stakeholders Ensure compliance with all applicable DoD/USMC directives, security standards, and PWS requirements Maintain communication with the Contracting Officer (KO), Contracting Officer's Representative (COR), and the Government Program Lead Provide project management for all applications development and support efforts, including overseeing deliverables such as User and Developer Technical Guides, RMF documentation, and technical recommendations Collaborate on data management practices, including secure use of government platforms (Microsoft Teams, SharePoint, etc.) Supervise technical staff and provide direction in accordance with agile methodologies and SCRUM practices Manage application migration efforts to government-approved cloud environments, including SharePoint migration Perform additional duties as assigned Requirements Bachelor's degree (or higher) in IT, Computer Science, Business Administration, or a related field PMP certification (or equivalent) and knowledge of agile methodologies Security+ or CISSP Certification Minimum of 10 years of successful program/project management experience in complex IT environments similar in scope and size to this effort Proven experience managing multi-disciplinary teams across various technical specialties (e.g., developers, systems administrators, service desk staff) Knowledge of cloud and on-premise application development, and familiarity with Microsoft Power Platform, SharePoint, SQL environments, and related technologies Strong written, oral, and presentation communication skills Familiarity with DoD Risk Management Framework (RMF) and cybersecurity practices Benefits Astor & Sanders Corporation (www.astor-sanders.com) offers a stimulating environment that fosters growth and rewards performance.
