The Enterprise Technology Services Unit (ETSU) Operations Team ensures the organization's telecommunication capabilities are secure, reliable, and optimized to meet operational needs. The ETIS team operates within the Shared Services Value Stream (SSVS) while also maintaining an organizational reporting line. Team Purpose: The purpose of the ETIS Operations Team is to ensure the organization's telecommunication capabilities are secure, reliable, and optimized to meet operational needs. The ETIS team is dedicated to maintaining and enhancing services across both traditional platforms and modern cloud-based solutions such as AWS Connect. By managing system administration, monitoring performance, and addressing technical issues, the ETIS team ensures that phone systems remain operational and efficient. Additionally, team members focus on leveraging newer services to deliver scalable, innovative call center solutions while safeguarding communication infrastructure through robust security practices. The ETIS team's work is critical to enabling seamless communication, supporting organizational productivity, and driving advancements in telecommunication technology. Position Activities & Responsibilities
Participate in SAFe Agile ceremonies, including PI Planning, Sprint Planning, Daily Standups, Reviews, and Retrospectives. Collaborate with Product Owners and Product Managers to refine and prioritize the backlog. Implement CI/CD pipelines for cloud applications. Expertise in AWS or Azure cloud management, including key services such as EC2, S3, RDS, VPCs, Lambda, Load Balancing/Auto-Scaling, and IAM for managing cloud infrastructure. Proficiency in IaC using tools like Ansible, Packer, and AWS CloudFormation to automate cloud deployments and maintain configuration consistency. Experience implementing and maintaining CI/CD pipelines with tools like Bamboo to enable efficient software development and deployment in the cloud. Strong skills in monitoring and logging solutions (e.g., AWS CloudWatch, CloudTrail, Splunk, Prometheus, Grafana) for proactive cloud performance monitoring, anomaly detection, and troubleshooting. Solid understanding of cloud security best practices, including network security, data encryption, multi-factor authentication, and integration with cloud security services like AWS Security Hub. Experience working in an Agile organization using Scrum, Kanban, Jira, Confluence, and SAFe. Provide team specific training as needed. Skills
Cloud Development Expertise in AWS: Minimum of seven (7) years of experience developing, deploying, and maintaining applications in AWS, including proficiency with AWS services like EC2, S3, Lambda, RDS, CloudFormation, and AWS API Gateway. Experience with Atlassian Infrastructure: Minimum of two (2) years' experience in configuring, customizing, and maintaining Atlassian tools (e.g., Jira, Confluence, Bitbucket) on AWS infrastructure, including setup, integration, and performance optimization. Software Development Skills: Proficiency in developing and maintaining applications, with expertise in programming languages such as Java, Python, or Node.js, as well as strong understanding of object-oriented design and development best practices. DevOps and Automation: Hands-on experience with DevOps practices, including CI/CD pipelines, automation tools, and version control, to manage and streamline cloud-based software development and deployment in AWS. Follow Agile Methodology & Practices Follow SAFe Agile principles and practices, including iterative development, continuous delivery, and collaboration. Participate in all required SAFe ceremonies, including Program Increment (PI) Planning, Iteration Planning, Daily Standups, Sprint Reviews, and Retrospectives. Continuously improve development processes by embracing retrospectives and feedback from stakeholders. Support and adhere to the integration of system-level architecture and design principles to ensure system interoperability. Responsible for Agile Artifacts: Documentation of all work in Epics, Features, and Stories in JIRA. User Stories: Document detailed user stories for each feature. These user stories will be maintained and updated throughout the project lifecycle as needed. Product Backlog & Iteration Backlogs: Create and maintain a prioritized product backlog outlining all features and functionalities. Additionally, Iteration backlogs will be developed for each iteration, detailing the specific user stories planned for completion within that timeframe. Collaboration & Communication Plan and coordinate with all teams within the Value Streams (ex. Shared Services value stream) to ensure alignment and cross-functional collaboration. Foster transparency through regular progress updates and continuous communication with stakeholders. Participate in System Demos and demonstrate completed work to stakeholders at the end of each iteration. Collaborate with other teams across the organization to remove dependencies and resolve blockers to ensure continuous flow of work. Work Management & Tools Use the Government-provided toolset (e.g., JIRA, Confluence) for managing work, tracking progress, and documenting deliverables. Break down work into manageable features and user stories with clear acceptance criteria. Required Qualifications
