Senior Systems Analyst (Information Systems Specialist 7)
The purpose of a Senior Systems Analyst is to work with customers in the defining of detailed systems and application requirements in the creation of detailed systems design. The Senior Systems Analyst provides analysis and documentation of business processes and requirements for extensions, enhancements and emerging business needs that might benefit from the application of technology, using OIS programming standards and methodologies. The Senior Systems Analyst designs and writes new programs and system interfaces, and modifies existing programs or automated processes, using OIS programming standards and methodologies. Additionally, the Senior Systems Analyst serves as Lead Analyst and Project or System Coordinator for existing large-scale systems and is responsible for adherence to current applicable documentation requirements. Minimum Qualifications: Information Systems Specialist 7 (a) Six (6) years of information systems experience in: systems analysis; OR (b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in: systems analysis; OR (c) A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in: systems analysis; OR (d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above. Effective verbal and written skills in communicating complex and technical concepts to audiences with varying technical backgrounds. Experience designing/recommending technical solutions that meet business objectives, considering feasibility, cost and security. Special Requirements: To be hired, you must have a criminal records and driving records check that meets OHA criteria at the time of hire, and throughout employment. At time of hire, the person in this position needs to possess the following skills and experience: Extensive Knowledge of: theories, principles and practices of Information Systems Technology. trends, technological changes and developments in IS. operations and business of the organization. methods and procedures for designing, developing, monitoring and maintaining databases. automation products that support a variety of data management environments. current industry best practices and trends in the field of systems development. concepts, methodologies, techniques and tools of system development, and have in-depth knowledge of most of them. the advancement of systems delivery concepts, methodologies, techniques and tools. the design and development of high volume, complex systems; experience troubleshooting system issues. General Knowledge of: business systems and organizational structures. contracting for IS services, including negotiation and performance monitoring. Skill: identifying the scope and complexity of a body of work and its impact on the existing environment or business processes. assessing proposed solutions to address system issues or enhancements including data structures, software applications and equipment interfaces. assessing new technology developments. strong oral and written communication skills and the ability to work with and facilitate diverse groups and individuals. demonstrated ability to prioritize workloads and analyze complex procedure and processes. At the time of hire, experience providing technical support to complex Medicaid systems and understanding Medicaid program rules and processes is preferred. Working conditions are those of a general office environment in a close-knit, team-oriented environment. At times, weekend and evening work will be necessary to meet customer demands and department deadlines. This position requires the ability to work on multiple tasks simultaneously, sometimes within short time frames. From time to time, may require long hours and occasional travel.
