The salary range for this position is $59,661.54 to $96,767.80 for Schedule A, and $59,661.54 to $91,929.42 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B. The Judiciary offers a strong opportunity for growth.

The Middlesex Vicinage - Municipal Division - is seeking a decisive and goal-oriented professional with excellent interpersonal, communication and technical skills who is committed to total quality management and superior customer service.

Under the direction of the Court Executive 2B (Municipal Division Manager) and Court Executive 1B (Assistant Division Manager), the selected candidate will perform professional administrative functions in overseeing and supporting the Vicinage's 25 municipal courts.

Duties include but are not limited to: conducting mandatory on-site court visitations, financial audits, and monitoring of municipal courts to evaluate procedural compliance with the New Jersey Rules of Court, Supreme Court Directives, laws and established policies and procedures governing the operation of municipal courts; performing analysis and recommending resolutions to complex financial issues; assisting as needed with reviewing municipal court budget proposals and identifying deficiencies in the preparation of the final budgets submitted to the Assignment Judge; monitoring case management, analyzing backlog and preparing backlog reduction plans; establishing court workflow systems and procedures; reviewing and assisting with preparation of security plans; investigating and responding to customer complaints and inquiries; facilitating discussion among state, county and local officials; preparing written reports and non-routine correspondence; assisting with presentations and trainings for judges, court administrators, staff, and/or the public; providing technical assistance to municipal judges and court staff; developing, implementing and monitoring action plans for courts in crisis; working on multiple assignments while ensuring effective time management and prioritization; participating as a positive member of a professional team; providing excellent quality customer service to internal and external customers; maintaining confidentiality of the Division and court matters; treating everyone with dignity and respect; establishing working relationships while serving as a subject matter expert; and other duties as assigned. The selected candidate will display a strong work ethic and possess excellent written and verbal communication skills.

Knowledge of municipal court processes, policies and procedures and a strong working knowledge of the judiciary's municipal court computer applications is a plus. Proficiency in Excel, Access, PowerPoint, and Word is preferred.

Note: This position will require travel to municipal courts throughout the Middlesex Vicinage. REMOTE WORK

The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties Regular and predictable physical presence and availability at the worksite and/or remotely is an essential function of this position. Conduct mandatory annual on-site municipal court visitations, financial audits, and monitoring of municipal courts, including security measures. Evaluate procedural compliance with the New Jersey Rules of Court, Supreme Court Directives, laws, and established policies and procedures governing the operation of municipal courts. Monitor case management techniques and offer suggestions for improvement. Analyze backlog and prepare backlog reductions plans. Review reports to assess court staffing levels and case management needs. Serve as liaison to Pretrial Services regarding Violations of Monitoring and assist with overseeing the jail population and arranging for daily bail reviews. Assist with managing attorney screenings for Pro Bono assignments in the Middlesex Vicinage. Investigate and respond to customer complaints and inquiries. Prepare detailed and comprehensive written reports, presentations and non-routine correspondence. Mentor, coach, train and motivate court staff; act as a lead worker and assist with training/mentoring Division staff. Provide technical assistance to Municipal Judges and court staff. Develop, implement and create action plans for courts in crisis. Work on multiple assignments, while ensuring effective time management and prioritization. Review and interpret changes affecting the operations of municipal courts. Recommend improvements for the Division and municipal courts. Develop projects or programs and follow up on deadlines to ensure that all 25 municipal courts are running efficiently. Perform other related duties as required.

Qualifications Graduation from an accredited college or university with a bachelor's degree and three years of professional experience in purchasing, facilities management, operations management, records retention, transcript services, jury management, statistical reporting, investigations and/or library administration.

Substitution:

Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Supplemental Information Driver's License:

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work:

US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law:

In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
