Core Services Team Description
The Core Services Team will architect, implement, and sustain existing and new enterprise-level services, focusing on high-availability solutions that support mission-critical applications. Current applications include an enterprise message router, a centralized subject reporting tool and an enterprise service for Originating Agency Identifiers (ORIs). The Core Services Team operates within the Data Services Value Stream (DSVS) while also maintaining an organizational reporting line. Team Purpose: The Core Services team is a dedicated software development group responsible for the full lifecycle of mission-critical applications, from initial analysis through development, deployment, and ongoing support. Team members collaborate closely with business lines to identify requirements and build capabilities that address enterprise-wide needs. By translating business requirements into robust, scalable applications, Team members ensure that solutions developed are not only effective for immediate use but can also be adapted and shared across the organization. Core Services team work includes everything from designing application architecture to implementing core functionalities that support cross-functional workflows, ultimately creating solutions that improve productivity and streamline operations. Focused on enterprise services, the Core Services team ensures that their developed applications align with strategic goals and can integrate seamlessly into the organization's broader infrastructure. Team members leverage best practices in software engineering to produce secure, maintainable, and high-performance applications that support long-term organizational growth. In addition to developing new capabilities, the Core Services team provides ongoing support for deployed solutions, troubleshooting issues, performing updates, and ensuring optimal performance. This work creates a reliable foundation of shared enterprise services that enable each business line to focus on its unique objectives, confident that its essential applications are maintained to the highest standards. Position Activities & Responsibilities
Develops, creates, and modifies general computer applications software or specialized utility programs to meet business needs. Analyzes user needs and develops software solutions, ensuring alignment with performance, quality, interface, and security requirements. Designs and customizes software applications for client use, optimizing operational efficiency and user experience. Develops and integrates cloud-based applications using AWS services (e.g., EC2, Lambda, RDS, DynamoDB) for scalability, security, and performance. Implements front-end development to create responsive and intuitive user interfaces. Works with databases, performing design, analysis, and coordination for database development as part of a team. Manages software development using Atlassian tools like Bitbucket for code repositories and Jira for project tracking, supporting CI/CD pipelines. Ensures adherence to Agile methodologies, particularly within the SAFe framework, for iterative development and prioritization of features. Follows industry-standard practices for unit testing, integration testing, and automated deployment, ensuring rigorous quality assurance. Provides ongoing maintenance and support, including monitoring system performance, responding to incidents, and implementing patches to ensure application reliability and security. Experience working in an Agile organization using Scrum, Kanban, Jira, Confluence, and SAFe. Provide team specific training as needed. Skills

Follow SAFe Agile principles and practices, including iterative development, continuous delivery, and collaboration. Participate in all required SAFe ceremonies, including Program Increment (PI) Planning, Iteration Planning, Daily Standups, Sprint Reviews, and Retrospectives. Continuously improve development processes by embracing retrospectives and feedback from stakeholders. Support and adhere to the integration of system-level architecture and design principles to ensure system interoperability.
Responsible for
Agile Artifacts: Documentation of all work in Epics, Features, and Stories in JIRA. User Stories: Document detailed user stories for each feature. These user stories will be maintained and updated throughout the project lifecycle as needed. Product Backlog & Iteration Backlogs: Create and maintain a prioritized product backlog outlining all features and functionalities. Additionally Iteration backlogs will be developed for each iteration, detailing the specific user stories planned for completion within that timeframe.
Collaboration & Communication
Plan and coordinate with all teams within the Value Streams (ex. Shared Services value stream) to ensure alignment and cross-functional collaboration. Foster transparency through regular progress updates and continuous communication with stakeholders. Participate in System Demos and demonstrate completed work to stakeholders at the end of each iteration. Collaborate with other teams across the organization to remove dependencies and resolve blockers to ensure continuous flow of work.
Work Management & Tools
Use the Government-provided toolset (e.g., JIRA, Confluence) for managing work, tracking progress, and documenting deliverables. Break down work into manageable features and user stories with clear acceptance criteria.
