This position serves as the Data Advisor to the Chief Data Officer. The ideal candidate will have experience working with big data architecture and solutions as well as developing data base models and analytics utilizing relational databases and popular middleware, commercial frameworks. This position will perform highly complex enterprise-wide professional and advisory functions in the development and implementation of big data strategy, exercising substantial creativity and originality. This position will assist in design and development of user-defined application modules (standard and web-based). In addition, this position will assist the Chief Data Officer in enterprise-wide efforts to track data collections, data purchases, databases, physical data models, and linkages between datasets. Under administrative direction, serves as Data Advisor to the Chief Data Officer for the Department of Innovation & Technology (DoIT): Performs highly complex enterprise-wide professional and advisory functions in the development and implementation of big data strategy, exercising substantial creativity and originality. Assists in design and development of user-defined application modules (standard and web-based). Performs data quality control, develops database reports, assists with user interfaces, and normalizes relational data. Designs, implements and validates cutting-edge algorithms to analyze diverse sources of data to achieve targeted outcomes. Maintains query and mine large data sets to discover transaction patterns, examine data and filter for targeted information, using traditional as well as predictive/advanced analytic methodologies. Provides technical assistance and guidance regarding emerging technologies to support the best process for increased data availability, reduction in data redundancy and associated access to valuable metrics. Utilizes big data architecture and solutions such as Hadoop, MapReduce or BHase in performance of duties. Utilizes relational databases and popular middleware, commercial frameworks such as Microsoft .Net, IBM Web Sphere, or Java Tomcat in performance of duties. Travels to meet with agencies, state and federal officials, etc. Works outside of normal business hours to meet deadlines, as necessary. 25% Coordinates statewide enterprise management studies involving technical research and analysis that is of major scope and impact regarding big data: Exercises highly substantial creativity and originality to design, standardize and put into operation how data will be approached and handled through the statewide enterprise. Utilizes high performance relational databases (MS SQL Server, Oracle, Microsoft Access, OLAP and other proprietary software) and Data Warehouse environments. Provides technical assistance and guidance to the Chief Data Officer regarding big datas creation, storage, access and reuse over the life of any given data set while maintaining accuracy and security of the data. Analyzes information to determine and maintain clear and unambiguous information types and data element definitions. Researches and provides recommendations to decrease the cost of managing data and increase the value of the States data. As senior technical advisor, provides input into the effort to automate data collection by state agencies to meet the State of Illinois needs. Provides expertise and guidance in the development and implementation of standard data operating procedures, data accountability policies, data quality standards, data privacy and ethical policies.

20% Assists Chief Data Officer in enterprise-wide efforts to track data collections, data purchases, databases, physical data models, and linkages between datasets: Documents and demonstrates enterprise data analytics processes and practices by establishing a dynamically created standard set of documentation. Serves as senior technical advisor evaluating new technologies in order to eliminate data silos and improve enterprise-wide access and shared use of data internally and externally, combining streams of information for big data analysis. Researches and reviews existing datasets throughout the State of Illinois. Provides input into the design of a model for a central inventory of data collection points and datasets. Provides recommendations for the development, alignment and standardization of data models. Reviews business usage to ensure that elements are being used consistently in various applications and systems. Assists in the creation of data architecture modeling and best practices for designing and building databases. Researches and evaluates best practices. Develops overall performance management recommendations using data analytics. 15% Works with cross-functional team members to identify and prioritize actionable, high-impact insights across a variety of core business areas: Participates in enterprise-wide data working groups to facilitate application and database design coordination. Provides recommendations regarding the availability, accuracy, quality, consistency, accessibility, security and timeliness of data and how it is measured. Exercises highly substantial creativity and originality to drive data analytics to support enhanced information availability, reduction in data redundancy and associated access to valuable metrics that support rapid and effective policy-making across the State of Illinois. 10%. Keeps abreast of new developments in the Information Technology (IT) field: Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on IT products, vendors, techniques and procedures. Attends demonstrations and exhibitions related to assigned operations. Travels when held off-site. 5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields. 2. Requires five (5) years of professional experience in Data Analytics, Systems Services, or related Information Technology field. Specialized Skills
