The State of Connecticut, State Elections Enforcement Commission (SEEC), is recruiting for an Information Technology Analyst 2 to serve in the role of .Net Web Application Developer to join our unique team! Position highlights include: Work schedule: Monday - Friday Work hours: Full-time, 40 hours per week Work shift: First shift, 8:30 a.m. - 5:00 p.m. Location: 55 Farmington Avenue, Hartford, CT 06105 Purpose of job class: In a state agency Information Technology (IT) environment this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment. Examples of duties include: Acting as liaison to hardware and/or software vendors, system developers, programmers and user community Evaluating and recommending products Participating in the Request for Proposal (RFP) process Assisting in estimating cost for annual budget Identifying and implementing opportunities for cost savings Conducting system performance analysis, tuning and storage management Assisting staff and customers in use of computer systems and software packages Training operators, IT staff and end users on new procedures Participating in recovery activities Participating in the evaluation of new, related technologies Analyzing requirements and designing systems Participating in or coordinating project planning sessions with customers, analysts and team members to analyze requirements and provide design recommendations for moderately complex systems Providing technical consultation on moderately complex issues regarding the usage of the infrastructure, integration of applications systems into the infrastructure, etc. Participating in system integration testing of operating system, system utilities, hardware upgrades as well as new software and hardware technologies Working with project team to define and design scope for each project Planning, coordinating and scheduling assigned projects Coordinating resources for projects Ensuring timely completion of all phases of projects Evaluating and recommending vendors Performing related duties as required Knowledge, skill and ability include: Considerable knowledge of IT equipment and diagnostic tools Principles and techniques of systems analysis, design, development and programming Principles of information systems Principles and theories of business and planning functions Programming languages Capabilities of computer technology Considerable interpersonal skills Oral and written communication skills Skill in technical problem solving Skill in logic and analysis Skill in problem solving Skills in project coordination Considerable ability to analyze, troubleshoot and resolve data communications problems Write, test and debug computer programs Use programming development tools Prepare manuals, reports, documentation and other written materials Identify, analyze and resolve complex business and technical problems Minimum qualifications include: Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related support area One (1) year of the General Experience must have been performing professional information technology work in such areas as: installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function Preferred qualifications include: Strong web-based application development experience utilizing Microsoft C#, JavaScript, HTML, Bootstrap, jQuery Experience developing stored procedures utilizing Microsoft SQL Server Strong object-oriented software development skills Experience in multi-tiered software development Experience utilizing Microsoft software development tools and technologies Experience developing reports utilizing SQL Server Reporting Services Experience developing reports utilizing Crystal Reports Experience in Laserfiche Workflow Excellent oral and written communication Experience providing application support over the phone, as well as for onsite users Ability to work independently and in a team environment The State of Connecticut is an equal opportunity/affirmative action employer and strongly encourages the applications of women, minorities, and persons with disabilities.
