Under general direction, the Bus Operations Training Supervisor provides administrative oversight of the bus operations training unit of the Operations Department; supporting the Director in the achievement of long and short-range strategic planning objectives, daily training activities and scheduling, department operations, talent deployment, performance, training and development for subordinate classifications.
CLASS CHARACTERISTICS: This is a first-line level supervisor classification with responsibility for the supervision of the bus operator training related business activities for the District. The Operations Training Supervisor provides leadership and oversight of the work of assigned subordinate classifications in the implementation of the District's fleet safety and training programs. Plans and oversees the daily activities of the Bus Operations Training Coordinators. Assists with training of newly hired and existing drivers, and other District staff in fleet and maintenance operations.
SUPERVISION RECEIVED AND EXERCISED: This classification reports to the Operations Manager and the Director of Operations. This classification supervises the classification of Bus Operations Training Coordinator.

Assist in the development, evaluation, modification and implementation of the District's Drivers' Training programs. Coordinates and develops training curriculum for other positions within the department and provides District Defensive Driving instruction. Develops driver-related training materials, lesson plans, and training instruction for newly hired/promoted Transportation Supervisors, Dispatchers, and other fleet maintenance staff. Coordinates, develops and oversees the application of training materials, lesson plans and training instruction for Employer DMV testing, state mandated annual CDL training and various required safety and security specialized courses. Investigates and works with Operations staff to determine accident preventability for operator retraining and mitigation. Compiles and analyzes statistical data on type, frequency, and causes of accidents. Identifies corrective actions and implements training for corrective actions and hazard mitigation. Develops, maintains and submits CHP and DMV required reporting elements. Audits records to ensure compliance with CHP, DMV, and Federal requirements Coordinates and supervises the District's fleet safety and training programs: new Coach Operator training; ongoing Coach Operator training; Defensive Driving; accident prevention retraining; DMV Employer Testing Program; State-mandated annual CDL training; new Transportation Supervisor and Dispatcher training; various required safety and security courses. Supervises the daily activities of the Safety & Training Coordinators. Approves leave requests and timecards, monitors and submits employee payroll data. Manages, selects, trains, and completes and submits performance evaluations for Training Coordinators. Coordinates and supervises the Agency Defensive Driving Course training. Audits and maintains the primary and alternate DMV skills and driving courses ensuring they are in compliance with CHP, DMV, and Federal requirements. Evaluates and counsels new Bus Operator trainees on performance and customer service standards; conducts probationary evaluations for driver trainees. Establish, interpret, apply and enforce District rules, regulations, policies and procedures; answer inquiries regarding District policies, rules and regulations related to and impacting Training operations. Oversee the development of work schedules/assignments; Manages scheduling to ensure adequate staffing levels during hours of operation focusing specifically on ensuring drivers are completing training in a timely manner. Review all accident and incident reports, investigate causes, document findings, determine preventability, recommend corrective action, and maintain files. Investigate collisions, accidents, incidents, unusual occurrences, and on-the-job injuries, assist employee with completing appropriate reports; to determine preventability of accidents in accordance with District guidelines. Provide safe alternative route planning assistance for critical service periods, such as in the event of a major traffic delay and adverse weather conditions. Train assigned staff to comply with Federal, State, and local requirements related to bus operator safety; Assist in providing bus operator training and compliance regarding De-escalation Techniques, Drug-Free Workplace Initiatives, Amber Alert/Human Trafficking and Community Safe House Programs, Employee Assistance Programs, and Workplace Violence Prevention and Awareness Programs Safety/OSHA related training (e.g., first aid, personal protective equipment, etc.) Training regarding best practices in customer service Conduct refresher and/or re-training on an annual basis (VTT training) Maintain documentation of training (e.g. sign-in sheets, certificates, signed acknowledgements of training, etc.) Completes monthly reports regarding accidents, incidents, etc. Retrain drivers as needed and document training. Attend regular Safety Meetings
Work with the Office of Human Resources Manager on workers compensation accident and illness prevention, driver ergonomics knowledge and information. Develop and deliver driver safety programs that are designed to reduce accidents and injuries and heighten overall safety awareness. Assist with the administration of established District Safety award programs. Assists in recruiting bus operators to provide effective and safe service. Ensures a consistent safety culture by conducting bus operator safety training and oversee meetings to ensure staff are adequately trained and understands bus operator safety and security standards. Ability to work in complex computerized tracking systems and create custom tracking processes to meet location and contract compliance regarding Bus Operator Safety, Training Provide disciplinary recommendations regarding safety infractions and work with Operations Department leadership in accordance with labor agreements. Ensure all Bus Operators entering revenue service have met all training requirements. Oversee and conduct safety related audits, training records, OSHA, Bus Operator credentials, DOT Physicals. Monitor compliance with GET's policies, procedures, and collective bargaining agreements; as well as local, state and federal rules, and regulations. Oversees the development, management, and implementation of a variety of safety programs to ensure regulatory compliance as mandated by local, state, and federal agencies including Occupational Safety and Health Administration (OSHA). Assists in the development and implementation of annual updates to emergency management plans necessary to implement public transit operations. Collaborates with others to facilitate the management, implementation and coordination of the District's safety programs to reduce or eliminate occupational injuries, illnesses, deaths, and financial losses; develops accident-prevention and loss-control systems and programs for incorporation into operational policies of the District. Attends safety meetings and reviews action plans to resolve or mitigate any issues that are identified. Conducts random safety inspections and periodic compliance audits. Monitor department compliance with District policies, procedures, and collective bargaining agreements; including local, state, and federal rules and regulations. Provide leadership by example, establishing and maintaining quality standards, and encouraging professionalism and pride of service. Facilitate timely and effective internal and external communications as necessary. Assist operations training coordinators with training-related challenges and problems. A typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows:
EDUCATION, TRAINING AND/OR EXPERIENCE: High School Diploma or GED or education equivalent to completion of 12th grade, required. Associate's Degree or education equivalent to completion of two (2) years of college-level coursework (or 60 semester units/90 quarter units) from an accredited college/university, highly desirable. Transit/Transportation supervisor/manager/leadership certifications preferred. Three (3) years of directly related transit bus operations experience, including two (2) years of lead or supervisory experience, required. Three (3) years as a Commercial Drivers' License holder, required.
LICENSE AND/OR CERTIFICATES, REGULATIONS: Possession of a valid California commercial driver's license (Class A or B) with air brake and passenger endorsements, a valid Medical Examiner's Certificate and D.O.T. and D.D.C. certificates. A safe driving record acceptable to the District's insurance carrier, is required. Certified to teach defensive driving. Must meet minimum standards specified by California State Law AB 1787, California DMV Code 40099 for a transit bus vehicle driver instructor within one (1) year of appointment.
SPECIAL CONDITIONS: Positions in this job classification are considered safety-sensitive and subject to drug and alcohol testing, including random testing, under DOT/Federal Transit Administration (FTA) regulations.

Tasks involve the ability to exert light physical effort in sedentary to light work but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light to moderate weight (25-50 pounds). There is frequent need to stand, sit, stoop, walk, and perform other similar actions during the course of the workday. Regular use of computer monitor and keyboard required.
Sit to operate the computer, and have telephone conversations. (F) Stand to operate the laminator and while working at the counter. (O) Walk to move from one office to another. (District requires that employees wear appropriate warm clothing when working outdoors in winter months). (District requires employees to wear appropriate light clothing and to drink liquids to prevent dehydration).
