The Fire and Police Disability and Retirement Bureau (FPDR) is seeking an experienced Business Systems Analyst III. The Business Systems Analyst III serves a key role in helping FPDR deliver excellent service, work effectively and efficiently, and meet the bureaus mission. The Business Systems Analyst III will: Keep FPDR operational by: Maintaining, enhancing, and updating the FPDR SQL Database, Member Web Portal, and other FPDR-specific applications Producing custom and regular reports from the FPDR database tailored to the specifications of individual end users Troubleshooting all technology software and hardware problems and identify solutions to resolve problems timely and make recommendations for problem resolution Managing technology vendors and collaborating with the City's Bureau of Technology Services Supporting phones, faxes, and printers Learning FPDR business processes and legal requirements of the FPDR Plan to ensure that our database and technology meets the business processes and legal obligations of our plan Support FPDR staff and members (firefighters and police officers, retirees, and their beneficiaries) by: Training, coaching, and supporting staff on how to use various applications and technology hardware and software they need to perform their work Providing support to staff proactively or when asked; analyzing and resolving staff concerns and issues Coordinating problem resolution with the City's Bureau of Technology Services, vendors, and other technical staff Providing caring customer support to staff and our members and providing clear and timely written and verbal communication to all staff when appropriate and needed Working effectively with staff in person and remotely Guide FPDR into the future by working with the FPDR management team to: Develop a technical roadmap to the future, particularly relating to document management, benefit administration, and payment processing Identify technologies that will improve efficiency, help FPDR better support our members, and allow FPDR to meet our members service expectations Manage change as new technology is rolled out Manage FPDR technical projects using the appropriate project management framework, including requirements gathering and change management and regular communication with management, project team and staff. About the Bureau: The Bureau of Fire and Police Disability and Retirement (FPDR) provides retirement, disability, and death benefits for the City of Portland's active and retired police officers and fire fighters and their beneficiaries. To Qualify The following minimum qualifications are required for this position: Knowledge and experience with basic database theory, design rules, and development practices, including data modeling, data flow, and entity relationship analysis. Experience with advanced coding in SQL/Sequel and using Excel at an advanced level. Experience exercising independent judgement, communicate effectively both verbally and in writing, and to present information, proposals and recommendations clearly and persuasively. Experience leading project teams and performing project management responsibilities while working with team members and stakeholders to ensure project accountability. Experience coaching and training staff in both remote and in-person environments. Experience translating technical information between customers and information systems professionals to ensure all parties understand, in their terms, the system needs, requirements, and constraints.
