Manages and supervises professional and technical staff. Supervisory duties include assigning, training, reviewing and planning work of others. Monitors performance standards, coordinates activities and allocates staff. Recommends new hires, transfers, promotions, and salary increases. Trains and mentors staff on sound planning and development practices. Determines staff workload responsibilities and resource allocations. Develops and monitors staff responsibilities, duties and resource allocated. Acquires necessary resources for staff to perform functions. Develops systems, policies, procedures and practices related to functions, operations, and programs of Planning and a wide range of land use applications. Leads significant land use projects, enterprise-wide initiatives for land use review, and process improvements. Conducts field evaluations. Assists Department Director and Assistant Director with operating budget, setting priorities, goals and objectives for Planning and Project Management activities. Ensures comprehensive review of staff reports and correspondence sent to planning commission and Town Council. Manages professional services contracts, purchase orders, and requisitions. Provides leadership through formal and informal actions to ensure the implementation of planning and development goals, policies and objectives adopted by Town Council. Makes presentations to various Boards, Commissions, and at community meetings. Serves as primary staff liaison to Planning Commission. Investigates, responds to and resolves citizen concerns and questions regarding planning and development related matters. Performs special projects and duties as assigned by the Director or Assistant Director. Performs other duties as assigned or required. Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

Bachelor's Degree in Planning, Architecture, Geography, or a closely related field. A Master's Degree in Planning, Public Administration or a closely related field is preferred.

Experience:

Five (5) years of progressive senior level experience related to land use planning, including at least two to three (2-3) years of progressively responsible supervisory experience; or an equivalent combination of education, training, and experience.

Licenses and/or Certifications Required:

Valid Colorado Driver's License

Preferred Qualifications:

AICP Designation Knowledge, Skills, and Abilities:

Advanced knowledge in the theory and application of modern principles and practices of comprehensive planning, zoning, site planning and land use planning. Thorough knowledge of planning, engineering and legal technical terminology. Demonstrated interpersonal and customer service skills, including the ability to establish and maintain effective working relationships with the general public, elected officials, developers, contractors, and project stakeholders. Skilled in communicating clearly on complex or controversial policy matters. Proven ability to build strong working relationships across internal departments, fostering collaboration and coordination among Town staff to support shared goals, resolve issues, and ensure smooth project delivery. Knowledge of Codes, resolutions, regulations and Technical Criteria Manuals. Creative problem-solving skills to gather relevant information to solve ambiguous and complex planning and development problems. Skill in interpreting zoning, topographic, subdivision maps and plats, legal descriptions and demographic and statistical data. Strong written and verbal skills including the ability to prepare and present information of a complex technical nature. Ability to meet deadlines and to effectively manage multiple priorities. Ability to read, understand and correctly interpret plans, zoning principles and regulations to determine compliance with codes; ability to utilize computer systems. Ability to plan, schedule, and coordinate work programs for all phases of planning activities and prepare comprehensive technical reports. Skill in supervising and evaluating the work of others. Ability to support the shared values of the Town. Ability to drive to and physically access all work sites to perform duties, potentially in any weather and environmental conditions. Physical Demands:
