ECS is seeking an experienced Project Manager to support the ARNG Mission Command Training Support Program Mission Training Complex Capabilities Support (ARNG MCTSP MTCCS). The ARNG MCTSP delivers individual and collective MISSION Command system training in Live, Virtual, and Constructive environments to Battalions (BNs), Brigades (BDEs), and Divisions (DIVs) throughout the 54 states, territories, and District of Columbia to aid Commanders in achieving their MISSION Command readiness objectives. The candidate will be adept at effectively communicating with the customer, subcontractors, and team members. This position will coordinate closely with subject matter experts, end-users, and government. ECS will provide in-person or distributed ARNG MCTSP training support emanating from all six ARNG MTCs to include Live, Virtual, Constructive, and Gaming environments to train Soldiers, leaders and military units throughout the United States, its territories, and the District of Columbia via Mobile Training Teams. Support will include support to include individual through collective MC training, support to MISSION rehearsal exercises, staff planning, leader training/development, MISSION Command Information System (MCIS) training, live, virtual, and constructive simulations, gaming-based simulations, database preparation and maintenance; scenario creation; Contractor controller training and functions; exercise controller training; simulations/simulators operation; installation and maintenance of communications lines, circuits, and equipment, network and system administration on simulations network, NIPR and SIPR Local Area Networks (LAN), functional area research; facilities support, event scheduling, security and organizational support (including records keeping, usage reporting, SOP updates, etc.) and access control. The Project Manager will manage personnel supporting work at multiple locations to include Camp Atterbury, IN, Gowen Field, ID, Ft. Indiantown, PA, Ft. Leavenworth, KS, or Ft. Chaffee, AR. Frequent travel to support exercises and site visits are necessary. Applicants must have an active SECRET Clearance.

Key Responsibilities:

Project Management of assigned Task Order(s) and all subcontractors' activities Utilize corporate decision-making authority to respond to the Task Order's prime contractor and customer's requirements effectively and rapidly Identify, gather, and track requirements and change requests throughout the project lifecycle Manage, supervise and oversight of personnel, USG equipment, supplies, facilities, materials and other items and non-personal services to support the operation of the MTC. Responsible for Quarterly Task Order Management Review (TOMR) Responsible for Weekly Resource Synchronization Meetings and attending other meetings, as required, related to mission performance for the purpose of coordination and planning. Responsible for submitting timely and accurate reports IAW the CDRLs, and this PWS, to keep the Government informed on TO services and invoices for payment. Reports are made through the COR, and you will maintain complete and accurate files of documentation, records, and reports. Responsible to ensure that all work meets the level of service, performance standards, or tolerances specified in the PWS or in applicable referenced documents Responsible for providing a stable, qualified, certified, and licensed workforce Responsible for recruiting, interviewing and hiring of staff to support the TO Responsible for continuously maintaining an adequate workforce for the uninterrupted performance of all tasks defined in the PWS Responsible to interact knowledgably and professionally with appropriate Government personnel and other contractors. Demonstrate a high level of technical and management competence. Basic Qualifications:

Must be a US Citizen and have a US DoD Security Clearance. Minimum 5 years management experience in DoD, Military, Government, or Simulation Industry. Bachelor's degree in management, business, computer science, engineering, or other relevant discipline. Excellent Communication Skills, both verbal and non-verbal Strong management, collaboration, and communication skills Proven leadership skills, senior program management experience, keen detail and organizational skills Proficient in Microsoft Office 365 including Microsoft Project and Share Point Experience authoring and maintaining management documentation such as Program Management Plan Documents, Configuration Management Plans, and Quality Management Plans Desired Knowledge and Experience (but not required):

Prior military experience Prior Joint Land Component Constructive Training Capability (JLCCTC) experience Prior Joint Live Virtual Constructive (JLVC) experience
