Duties Description Supervise Heating Plant Equipment Specialist 1s in Albany. New York Power Authority and Design & Construction project support, diagnose plant operational issues in Albany. Review energy utilization analysis records to determine which facilities are using fuel at a lower-than-normal rate of efficiency, have unusually high maintenance and operating cost, or have not efficiently reduced their fuel consumption sufficiently. Schedule on-site visits and notify appropriate officials and offices. Assist with regulatory and permitting compliance for EPA and NYS-DEC, such as Title V, State Pollutant Discharge Elimination System (SPDES) Statewide. Prepare reports including tracking sheets and reports for services provided. Perform the full range of supervisory duties including approving leave and tracking time and attendance; identifying staff development needs; evaluating staff performance; and completing performance evaluations. Review, develop, and recommend changes in the heating plant's procedures for each facility's maintenance and operating personnel. Perform other duties as assigned. Operational Needs: Asbestos Supervisor certification required within 90 days of appointment, as well as compliance with all related PESH/OSHA regulations. Utilities Management is a 24/7 operation; thus night, weekend and holiday work are required based on operational need. Possess and maintain a valid, unrestricted New York State motor vehicle operator's license. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required Experience: Seven years** of field experience testing, calibrating, repairing and modifying combustion control and instrumentation systems in heating plants utilizing either steam boilers operating at one hundred pounds per square inch gauge (psig) or higher, or hot water boilers operating at 400 degrees Fahrenheit or higher. Two years of the experience must have been spent testing, calibrating, repairing, and modifying electronically operated combustion controls.

**Substitutions: associate degree in engineering technology or mechanical technology including combustion control theory and application may be substituted for up to two years of experience; Bachelor's degree in these areas may be substituted for up to four years of experience.

Current New York State employee with one year or more of qualifying permanent service as a Heating Plant Equipment Specialist 2 and interested in transfer.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK. Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
