HR Compliance Manager
Manages the HR compliance function, ensuring HR policy, process and practice across the organization is compliant with required federal and state regulatory and legal standards. Partners with enterprise HR functions, Legal, Internal Audit & Compliance, and Asset Protection to ensure compliance with HR related policy, laws, and conduct consistent with Core Values. Provides HR partners with the tools and resources to support proper decision making. Tracks laws and regulations that might affect the organization's HR policies and practices. The HR Compliance Manager will be expected to provide research and recommendations, project management support, leadership, education, and coordination with members of Human Resources, internal and external partners. Essential Functions: Manage policy development and communication: Ensure employee policies and procedures are reviewed and amended as needed based on changes to legislation and/or internal processes and practices. Conduct research and benchmarking, draft language to develop new policies or amend existing policies, oversee the policy review and approval process, facilitate meetings of the Policy Review Committee and communicate new/revised policies to all outfitters. Maintain and update outfitter handbooks, online policies, and other published communications as needed. Document and track change history. Respond to inquiries regarding outfitter policies and procedures. Manage the centralized HR Compliance Partner team who has direct responsibility for all facets of the hiring eligibility process including the background screening adjudication and interactive processes with candidates including all regulatory reporting requirements. Manage and oversee the immigration compliance and worker employment authorization programs to assure employment eligibility of foreign workers is compliant with Department of Labor, Immigration and Homeland Security agencies. Provide a high level of service to the organization's outfitters in the program. Design and assist the HR team in the education and training of managers and the HR organization on regulatory and compliance issues. Work with approved external resources and/or Counsel to proactively identify regulatory changes and recommend necessary policy, process, practice, or training changes/needs to ensure compliance. Manage the process for creating and maintaining Human Resources Standard Operating Procedures. Solicits field HR input and coordinates efforts for the creation of new and revised content. Communicates SOP information via appropriate channels to enhance understanding, adherence, and consistency among HR functional businesses. Manage the drug and alcohol screen process for the organization: Define and communicate procedures and partner with legal to create and maintain legal compliance in all states the organization operates. Partners with HR Business Partners to ensure business needs are met. Identify testing sites and evaluation centers for future locations and current site back up. Responsible for managing the business relationship with external provider. Maintain compliance with I-9 Records and E-Verification requirements. Performs regularly scheduled Work Authorization Expiration audits. Ensures I-9 processing is in compliance at all times. Develop and implement programs and trainings designed to increase outfitter awareness and knowledge of compliance topics and policies. Coordinate with attorneys, business units and HR staff to incorporate appropriate content for desired audiences. Maintain accurate and efficient processes for the organization's Human Resources record retention program. Responds to requests for HR records and ensures company policy and legal compliance are maintained. All other duties as assigned Experience/Qualifications: Minimum Degree Required: Bachelor's Degree in Human Resources Management Experience: Bachelor's Degree in Human Resources Management Knowledge, Skills and Ability: Proficient with Microsoft Office applications (Word, Excel, Outlook, etc.) Strong Interpersonal and Communications Skills Excellent project management and delivery experience as well as able to navigate around potential road blocks Demonstrates business maturity and integrity Demonstrates program ownership and a consistent delivery on commitments Excellent organizational skills Ability to interact with all levels of the organization Travel Requirements: Less than 5% Physical Requirements: Regularly performs computer work and sits. Occasionally walks and stands. Seldom/never lifts up to 50lbs. Independent Judgement: Develops objectives and general policies and procedures for a specific program or functional area of responsibility within general scope of established operational goals and plans. Day-to-day work and decisions do not require direction or review by immediate supervisor. End results are reviewed by supervisor.
